DECREE No. 446 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 1005, dated February 15, 2012 published in the Official Journal No. 40, Volume No. 394, 28 of the same year, the Legislature authorized the Executive Branch in the Field of Finance, so that by the holder or the official designated by him, subscribe on behalf of the State and Government of the Republic of El Salvador, a Loan Agreement with the Inter-American Development Bank, IDB, for an amount up to $ 15,000,000 to finance the "Program for Rural Connectivity in North and East."
II.- by Legislative Decree No. 1055, dated April 19, 2012, published in the Official Journal No. 73, Volume No. 395, 23 of the same year, was approved in all its parts the Loan Agreement No. 2581 / OC-ES, signed between the Government of the Republic of El Salvador and the Inter-American Development Bank, IDB, up to an amount of $ 15,000,000, for the implementation of the "Program for Rural Connectivity zones North and East. "
III.- That the current Budget Act of 2013, the Field of Public Works, Transportation and Housing and Urban Development scheduled corresponding resources to said IDB Loan No. 2581 / OC-ES, in the amount of $ 4,500,000, with the purpose of financing the Project 5468 "Program for Rural Connectivity in North and East", whose resources will allocate to 3 investment projects within the scope of that program and that already have the respective technical opinion, which are: 5926 project "Institutional Strengthening IDB 2581" for $ 581.000, 3443 "Rural Road Improvement CUS18E-CAB18E, Section: Suchitoto-Cinquera" for $ 2,606,997 and 3742 "Tertiary Road Improvement CAB18E between Cinquera-Tejutepeque, Cabins" for $ 1,312,003; only the appropriate resources to the project 5926 for $ 581,000 having been assigned to date.
IV requires strengthening the institution assignments Project 5468 "Program for Rural Connectivity in North and East", incorporated under the Loan referred to the amount of $ 1,448,972, for the purpose of subsequently allocate these resources to the project 3742 aforementioned, in order to complete implementation costs related to construction and supervision that are scheduled to perform in the current fiscal year 2013 and $ 2,760,975 amounting to.
V. That the purpose of enabling the use of external funds mentioned above, to reinforce the existing allocation of Project 5468 "Program for Rural Connectivity in North and East," it is necessary to reform the current Budget Law 2013, in Section II -REVENUE, Item 31

Public Indebtedness, has 314 Contracting of external borrowing, increasing from 31404 Source Specifies Multilateral Organizations, with the amount of ONE MILLION FOUR HUNDRED FORTY-EIGHT HUNDRED SEVENTY TWO THOUSAND DOLLARS 00/100 UNITED STATES AMERICA (US $ 1,448,972.00) and in Section III - EXPENSES in the share Bouquet of Public Works, Transportation and Housing and Urban Development, Budget Unit 02 Public Works increméntase Line work 03 Investment in Infrastructure, with the amount ONE MILLION FOUR HUNDRED FORTY-EIGHT HUNDRED SEVENTY TWO THOUSAND DOLLARS 00/100 UNITED STATES (US $ 1,448,972.00). Also, regarding the budgetary allocation by Category Grouping, Source of financing and Economic and Project List Public Investment Destination respective changes, reinforcing the project with 5468 code above.
THEREFORE,
in exercise of its constitutional powers and initiative of the President of the Republic, through the Minister of Finance, DECREES
:
Art.
A: 1. In the current Budget Law, Section -A STATE BUDGET, the following changes are introduced. In Section II - INCOME, Heading 31Endeudamiento Public, Account 314 Contracting of External Borrowings, 31404 increméntase Source Specific multilateral agencies as well:

The resources are incorporated by this Legislative Decree worth $ 1,448,972, they shall be applied to the Source of Funds 8 InterAmerican Development Bank, IDB.
Art. 2. This Decree shall enter into force from the day of its publication in the Official Journal.
