THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR, CONSIDERING:

I That the Constitution of the Republic establishes in article 159, paragraph 3, that the National Civil Police shall be responsible for the functions of the Urban Police and Rural Police that guarantee order, security and public tranquillity, as well as collaboration in the procedure of investigation of the crime and all this in accordance with the law and strict respect for human rights.

II That by Legislative Decree No. 773, dated 18 July 1996, published in the Journal

Officer No. 144, Volume No. 332, of 7 August of the same year, the Law on Police Careers was issued, which states in its articles 75 and 76 that the staff of the National Civil Police shall be paid in accordance with the Law on Wages and that the Law shall be established, depending on the category they hold, and additional retributions may be established to the type of office they occupy.

III. That the current wage regime for the operational staff of executive officers and

higher, in its different categories: Commissioner, Subcommissioned, Chief Inspector, Inspector and Sub-Inspector, presents distortions in terms of its structure, since only a small number of Officers who hold administrative positions of Adviser or Chief of Staff for the Contracts system are accruing salaries that are commensurate with their responsibilities and the risks to which they are exposed, which are greater than the established remuneration, according to the Escalafón or Rango Poliformcial.

IV That the said reordering involves adjusting the salaries of 1,083 places by the Wages Act

of the Police Scaffolding, as well as the creation of 10 positions of Overseased and the harmonization of salaries of 466 positions of Overseased, which will not require additional resources, as it will be funded by the allocations of that Institution, by abolishing 94 Administrative Places by Law of Wages and 4 by the Contracts System, the decrease in salaries of 18 positions of Oversold and the partial reorientation of the fiscal economies of the

V To order the organizational structure of the National Civil Police and

harmonizing the remuneration of the executive staff, according to their police category and in accordance with their functions and responsibilities, it is necessary to reform the Wages Act, approved by Legislative Decree No. 183, dated 8 November 2012, published in Official Gazette No. 228, Volume No. 397, of 5 December of the same year, in the part corresponding to the Ramo de Justicia y Seguridad Pública.

Art. 2.- This reform will be funded by the resources programmed at the Ramo

Justice and Public Security, Budget Unit 05 Public Security, Labour Line 01 Directorate and Administration and 02 Police Effectiveness, Rubber of Expenditure 51 Remunerations, by deleting 94 administrative positions by the Salary Law system, 4 places by the Contracts system, the decrease in the salaries of 18 positions of Oversold and the use of wage economies that are generated during the current fiscal year 2013.

Art. 3. This Decree shall enter into force on the day of its publication in the Official Gazette.
