1 Decree N ° 499, the Legislative Assembly of the Republic of EL SALVADOR: I.-that the importance of the coffee in El Salvador has been changing over the past years. Since its first export in 1865, coffee has marked the passage of economic activity, being the backbone of our economy towards a source of social stability for many years and has now become the last green bastion.
II.-that the cultivation of coffee is the main source of employment for the rural and agricultural activity, also contributes significantly to maintain the ecological and energy balance of the country. Therefore, that quite rightly given to call the coffee as "shaft and mainstay of the national economy".
III.-that the forest cover that offers coffee, since it is produced under shade, is a source of secondary forest that the country needs, since there are only 2% of the national territory with natural forest; that is why, it becomes imperative to keep this bosque-cafe to the environmental survival of the country.
IV.-that the cultivation of coffee generates more than 100,000 direct jobs at the national level, both in production and in the benefit of this and other sources of work directly linked to the culture, and more than 50,000 indirect jobs related to this agricultural and agro-industrial activity are estimated.
V there are various factors that have aggravated the crisis of coffee, such as international prices, coffee rust and Mulberry in banking that has given home repossessions of properties, so it is necessary to work together with the owners, alternative solutions, such as accouterments to minor interests, to continue with productive activities and searching for markets that lead them to cancel their debts.
VI.-that for the reasons previously given, becomes necessary to issue a law that encourage the production of coffee and temporarily suspend the execution of judicial processes of nature Mercantile and civil, and embargoes to coffee producers with credits from the lines of the environmental trust for the conservation of the forest coffee (FICAFE), of the Emergency Fund for the coffee (FEC) and other related from 2012.

DECREES the following: temporary special law for the SUSPENSION of FORECLOSURES by credits granted to the SECTOR producer of coffee Art 1.-La this Act is intended to contribute to deal with the crisis generated by the falling prices of coffee and damage by the strong resurgence of coffee rust; also, continue to contribute to the revival of the coffee sector, through suspension of foreclosures to coffee producers with credits from the environmental trust fund for the conservation of the forest coffee (FICAFE) and the Emergency Fund for the coffee (FEC), which have complied with total or partial part of the corresponding quotas until the year 2012.
Article 2.-remain suspended, starting from the entry into force of this law and until December 31, 2018, payments of principal and interest on the debt contracted with funds from the FICAFE and the FEC applied to fees of payment from the year 2013 and subsequent.
The effects of the prescription are suspended for the same period.
Article 3.-the beneficiaries of this law are not obliged to submit the solvency of paying taxes when required by other regulations and in relation to the purposes of reactivation of the sector in this Decree. The Salvadoran Coffee Council will exempt from the presentation of the solvency to users of the FEC, during the term of the present Decree, to gain access to the benefits of the law of creation of the trust support to the coffee production and other programs implemented by the central Government.
Article 4.-during the term of the present decree suspending trials of nature mercantile or civil Executive involving embargo, as well as those who are initiated or are in any stage of the judicial process Executive or trade against the coffee producers are in debt with proceeds from the FICAFE, FEC and credits related to the same funds.
Article 5.-this Decree shall enter into force the day of its publication in the official journal and its effects will expire 31 December two thousand eighteen.
