DECREE No. 497 THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
:
I.- by Legislative Decree No. 816, dated August 18, 2011, published in the Official Gazette No. 156, Volume No. 392, 24 of the same year, the Extraordinary Special Budget for the Electoral Event 2012 in the amount of $ 26,841,750 it was approved through which the development of the elections was financed deputies to the Legislative Assembly and municipal councils that year.
II.- because of problems that arose during the electoral process, particularly with activities related to the transmission and processing of the results of the vote, to date there are outstanding commitments for $ 2,389,915 to cover; so that the budget could not be settled within the prescribed period.
III.- by Legislative Decree No. 340, dated March 20, 2013, published in the Official Journal No. 57, Volume No. 398, 22 of the same year, the Budget Act of 2013 was amended in the share Bouquet of finance, by the incorporation of resources by $ 40 million in order to finance the Extraordinary Special Budgets for the Electoral Event 2014 Voto Residential and Voting Abroad; also by Legislative Decree No. 341 of the same date, the aforementioned publication, the Extraordinary Special Budget for the Electoral Event 2014 was approved, worth $ 33,309,710.
IV.- That in order that the Supreme Electoral Tribunal, TSE, can solve the commitments that different vendors who served during the 2012 elections are due, allowing you to liquidate the Special Budget Special for the Electoral Event that year, must be reformed in point D, paragraph 4, of Legislative Decree No. 816 and related in the first recital of this decree, in order to extend the time of settlement of the budget, to the November 30, 2013, to the Ministry of Finance, based on the powers that are granted in paragraph 1, of the same paragraph D., can transfer the amount of $ 2,389,915 under assignments of its current budget , scheduled in the Budget Unit 24 Provision for transfer resources to the Extraordinary Special Budgets for the Electoral Event 2014 for the residential vote and the vote from abroad, in the corresponding line of work. These resources will be covered by allocations TSE to be approved in the Budget Law for the next financial year tax, in order to subsequently be transferred to the Extraordinary Special Budget for the Electoral Event 2014, approved by Legislative Decree No. 341 related in recital previous.

THEREFORE,
in exercise of its constitutional powers and initiative of the President of the Republic, through the Minister of Finance, DECREES the following
:
REFORM LEGISLATIVE DECREE No. 816 , DATED 18 AUGUST 2011 PUBLISHED IN THE OFFICIAL GAZETTE No. 156, No. 392 TOMO, 24TH MONTH AND YEAR THEREOF, BY WHICH THE EXTRAORDINARY BUDGET FOR THE ELECTORAL SPECIAL EVENT IS VOTING 2012.
Art. 1. reformed Article 1 Section D. Specific Provisions, paragraph 4, as follows:.
"4. This budget must be paid no later than 30 November 2013 and the remainder, if any, shall be paid back to the General Fund of the State. "
Art. 2. This Decree shall enter into force from the day of its publication in the Official Journal.
