THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- That by Legislative Decree No. 816, dated 18 August 2011, published in Official Gazette No. 156, Volume No. 392, of 24 of the same month and year, the Special Extraordinary Budget for the 2012 Electoral Event was approved in the amount of $26,841,750, through which the development of the elections of Deputies to the Legislative Assembly and Municipal Councils of that year was financed.

II.- That due to inconveniences that occurred during the development of the electoral process, particularly with activities related to the transmission and processing of the voting results, to date there are outstanding commitments to cover $2,389,915; therefore, the budget has not been able to be liquidated within the established time frame.

III.- That by Legislative Decree No. 340, dated 20 March 2013, published in Official Gazette No. 57, Volume No. 398, of 22 of the same month and year, the 2013 Budget Law was reformed in the portion of the Treasury Ram, for the incorporation of resources for $40.000,000 in order to finance the Extraordinary Special Budgets for the 2014 Electoral Event, Residential Vote and Vote from the Exterior,

IV.- That for the purpose that the Supreme Electoral Tribunal, TSE, may resolve the commitments owed to different suppliers who served during the 2012 elections process, which will allow it to liquidate the Special Budget for the Electoral Event of that same year, it is necessary to reform in the letter D, number 4, of the Legislative Decree No. 816 already related in the first consideration of this decree, in order to extend the liquidation time These resources will be covered by the allocations of the TSE approved in the Budget Act of the next fiscal financial period, in order to be subsequently transferred to the Extraordinary Special Budget for the Electoral Event 2014, approved by Legislative Decree No. 341 relating to the previous consideration.

in the use of its constitutional powers and at the initiative of the President of the Republic, through the Minister of Finance,

Describe the following:

REFORM TO THE LEGISLATIVE DECRETO No. 816, DATED 18 AUGUST 2011, PUBLICATE IN THE DIARY OFFICIAL No. 156, TOMO 392, OF THE 24th MONTH AND YEAR, ADDING ANYTHING THE SPECIAL EXTRAORDINARY BUDGET FOR THE ELECTRIC EVENTY 2012.

Art. 1.- Refresh the Art. 1, Apartado D. Specific Provisions, Numeral 4, as follows:

“4. This budget shall be settled by 30 November 2013 and the remainder shall, if any, be returned to the General Fund of the State. ”

Art. 2.- This Decree shall enter into force on the day of its publication in the Official Gazette.
