THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- In accordance with article 3 of the Constitution of the Republic, all persons are equal before the law. Restrictions on the enjoyment of civil rights may not be established on the basis of differences of nationality, race or religion.

II.- According to article 25 of the Magna Charter, the State guarantees the free exercise of all religions, without any more limit than that traced by morals and public order.

III.- That according to historical data the beginnings of the evangelical church date back to 1886, which is when the first missionaries, like Samuel Purdie, arrived in the national territory, are considered the pioneer and founder of what is now known as the evangelical church in all the denominations that exist at the national level.

IV.- According to an investigation conducted at the national level in December 2009, by the Universidad Centroamericana José Simeón Cañas (UCA) 38 % of the Salvadoran population, professes the evangelical religion and according to its data, it is expected that by the year 2013 this percentage will increase to 45 %, and this is because the evangelical church enjoys confidence and credibility on the part of the population, since its contributions are not only to the religious, but also to all.

Art. 2.- This Decree shall enter into force eight days after its publication in the Official Gazette.
