THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- That by Legislative Decree No. 329, dated March 7, 2013, published in Official Gazette No. 53, Volume No. 398, of the 18th of the same month and year, the Executive Body was authorized in the Treasury Ramo, so that by means of its owner or the official that he designates, to subscribe on behalf of the State and Government of the Republic of El Salvador, the Contract of Préstamo with the Inter-American Development Bank,

II.- That by Legislative Decree No. 361, dated April 19, 2013, published in Official Gazette No. 76, Volume No. 399, of the 26th of the same month and year, was approved in all its parts the Contract of Loan No. 2583/OC-ES, signed between the Government of the Republic of El Salvador and the Inter-American Development Bank, in the amount of up to TREINTA MILLONES 00/100 DOLARESICA OF LOS

III.- That in SPECIAL ESTIPULATIONS, numeral 3. ORGANISMO EJECUTOR, of the aforementioned Loan Contract, the parties agree that the implementation of the Programme and the use of resources will be carried out by: the Ministry of Economy, the Ministry of Foreign Affairs and the Agency for the Promotion of Exports and Investments of El Salvador, PROESA, Unconcentrated Institution of the Presidency of the Republic.

IV.- That in the UNICO ANNEX, THE PROGRAMME, of the aforementioned Loan Contract, is established that the Program includes activities grouped in four Components, of which PROESA will execute Component IV Strengthening Business and Promotion of Exports and Investments, worth $7,455,000, which is divided into four Subcomponents: 1) Image/Country Strategy, for $2,000,000 Export Promotion, 2)

V.- That for the purpose that the Presidency of the Republic may transfer the necessary resources to the Agency for the Promotion of Exports and Investments of El Salvador, PROESA, in order to initiate the execution of Component IV Strengthening Business and Promotion of Exports and Investments, it is necessary to reform the Budget Law approved by Legislative Decree No. 182, dated 8 November 2012, published in Official Journal No. 228, Volume No. 397, of 5 December of the same year, increasing

II – Income, Rubber 31 Public Indebtedness, Account 314 Contract of External Employees, Specific Source 31404 Of Multilateral Agencies, with the amount of OCHO MIL DOSCIENTS 00/100 DOLARES OF THE UNITED STATES OF AMERICA (US$208,400). In addition, in Part III – Expenditure, in the part of the Presidency of the Republic, Budget Unit 08 Support to Other Entities, the allocations of the Working Line 04 Agency for the Promotion of Exports and Investments of El Salvador, Rubro 62 Transfers of Capital, with the amount of OCHO MIL CUATROCIENTS 00/100 DOLARES of the United States of AMERICA (US$208);

TANTO,

in the use of its constitutional powers and at the initiative of the President of the Republic, through the Minister of Finance,

RIGHT:

Art. 1.- The current Budget Act, Section - General Budget BUDGET, introduces the following modifications:

A) In section II – INGRESOS, Rubro 31 Public Indebtedness, Account 314 Recruitment of External Entrepreneurships, insert the Specific Source 31404 of Multilateral Agencies, as follows:

Loan No. 2583/OC-ES, signed with the Inter-American Development Bank, IDB, resources to fund the “Programme for Productive Development Support for International Insertion”, approved by Legislative Decree No. 361, dated 19 April 2013, published in Official Journal No. 76, Volume No. 399, of 26 of the same month and year US$208,400

B) In paragraph III - GASTOS, in the part of the Presidency of the Republic, paragraph B. Allocation of resources, in paragraph 3 Proposal ratios with Assigned Resources, in the Budget Unit 08 Support to Other Entities, add to the allocation of expenditure as follows:

Resources from External Loans incorporated by this Legislative Decree for $208,400 must be applied to the Source of Resources 8 Inter-American Development Bank (IDB).

Art. 2.- This Decree shall enter into force on the day of its publication in the Official Gazette.
