THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- That by Legislative Decree No. 329, dated March 7, 2013, published in the Official Gazette No. 53, Volume No. 398, of the 18th of the same month and year, the Executive Body was authorized in the Treasury Branch, so that by means of its owner or of the official that he designates, he subscribed on behalf of the State and Government of the Republic of El Salvador, the Contract of Préstamus with the Inter-American Development Bank

II.- That by Legislative Decree No. 361, dated April 19, 2013, published in Official Journal No. 76, Volume No. 399, of the 26th of the same month and year, the Contract of Loan No. 2583/OC-ES, signed between the Government of the Republic of El Salvador and the Inter-American Development Bank, was approved in all its parts, in the amount of up to TREINTA MILLONEICA 00/100 DOLA.

III.- That in SPECIAL ESTIPULATIONS, numeral 3. ORGANISMO EJECUTOR, of the aforementioned Préstamo Contract, the parties agree that the implementation of the Programme and the use of resources will be carried out by: the Ministry of Economy, the Ministry of Foreign Affairs and the Agency for the Promotion of Exports and Investments of El Salvador, PROESA, a non-concentrated institution of the Presidency of the Republic.

IV.- That in the UNICO ANNEX, THE PROGRAMME, of the aforementioned Loan Contract, it is established that the Programme comprises activities grouped in four components, of which the Foreign Affairs Ramo will execute for a period of four years, Component II “Initiative of Economic and Commercial Councilors, Programme of Economic and Commercial Councillors”, worth $3,808,000.

V.- In order for the Foreign Affairs Branch to begin with the execution of Component II, “Initiative of Economic and Commercial Councillors, Programme of Economic and Commercial Councillors”, it is necessary to reform the Budget Law approved by Legislative Decree No. 182, dated 8 November 2012, published in Official Gazette No. 228, Volume No. 397, of 5 December of the same year, increasing in Section II – Public Income In addition, in Part III – Expenses,

In the section corresponding to the Foreign Affairs Branch, Budget Unit 04 Development Cooperation Administration, the Working Line 03 Economic, Commercial and Tourism Offices, Book 62 Capital Transfers, with the amount of TRESCIENTS DIECIOCHO MIL SEISCIENTOS 00/100 DOLARES OF THE UNITED STATES OF AMERICA (US$318,600), corresponding to that of the United States of America (US$318,600).

in the use of its constitutional powers and at the initiative of the President of the Republic, through the Minister of Finance,

RIGHT:

Art. 1.- The current Budget Act, Section - General Budget BUDGET, introduces the following modifications:

A) In section II – INGRESOS, Rubro 31 Public Indebtedness, Account 314 Recruitment of External Entrepreneurships, insert the Specific Source 31404 of Multilateral Agencies, as follows:

Loan No. 2583/OC-ES, signed with the Inter-American Development Bank, IDB, resources to fund the “Programme for Productive Development Support for International Insertion”, approved by Legislative Decree No. 361, dated 19 April 2013, published in Official Journal No. 76, Volume No. 399, of 26 of the same month and year 318,600

B) In section III - GASTOS, in the portion of the Foreign Affairs Branch, paragraph B. Allocation of Resources, in numeral 3. Purposes with Assigned Resources, in Budget Unit 04 Development Cooperation Administration, add the Working Line 03 Economic, Commercial and Tourism Advice, with the allocation of expenditure as follows:
