1 Decree No. 601 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that the December 15, 1989, was approved in the forty fourth session of the UN General Assembly of the, by resolution 44/128 the second Optional Protocol of the International Covenant on Civil and political rights aimed at abolishing the death penalty.
II.-that the instrument referred to in the previous recital has been approved by agreement Executive No. 1917 / 2012, December 5, 2012, and submitted to this Legislative Assembly for inclusion in El Salvador, current and positive law.
III.-that is from the ratification of that instrument by establishing an express reservation in accordance to the Faculty granted in article 2 of the Protocol, which consists of applying the death penalty, as set out in article 27 of the Constitution.
Therefore, in use from the power established in article 131, ordinal 7th of the Constitution in relation to Art. 168, ordinal 4th of the same, and at the initiative of the Deputy Minister of Foreign Affairs, integration and economic development, in charge of the firm.
Decree: Article 1.-ratified the second Optional Protocol of the Covenant international of civil and political rights aimed at abolishing the death penalty, which consists of a preamble and eleven articles; adopted and proclaimed in the forty fourth session of the UN General Assembly of the, by resolution 44/128 of 15 December 1989, adopted by the Executive Body, by agreement No. 1917 / December 5, 2012, 2012 with express reservation in accordance with the power granted to States in article 2 of the Protocol, which consists of applying the death penalty , according to what is established in the article 27 of the Constitution of the Republic of El Salvador.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
