THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- In accordance with article 131, ordinal 11 of the Constitution, it is the authority of this Legislative Assembly to decree, in general, the benefits and incentives of tax or any kind, for the promotion of cultural, scientific, agricultural, industrial or other activities.

II.- That in El Salvador, the Lions Clubs were founded on February 4, 1942, through the delivery of the “Constitutional Charter of the Lions Club of El Salvador”, and that throughout history they have dedicated themselves to meeting the needs of the least-favoured people in each of the communities in our country.

III.- That the Lion Clubs of El Salvador have always been present with their humanitarian assistance in the different natural disasters that have affected our country, carrying food, blankets, drinking water and all kinds of assistance of first need, also carrying out many ophthalmological days throughout the national territory, thus favoring an average of one hundred thousand Salvadorans in total.

IV.- That such clubs have provided, in addition to humanitarian aid, important donations, such as the one given in 2001 to the National Children’s Hospital Benjamin Bloom, and that it consisted of a laser coagulator photo, which would allow children suffering from “premature rhinopathy”, which today is one of the main causes of blindness for children in our country. They have also made donations of graduated lenses to more than seven thousand older adults in the literacy circles of the Ministry of Education, thereby helping to eradicate illiteracy.

V.- That by virtue of the above and in order to recognize the work done by the Lion Clubs of our country, who have contributed

pricelessly to the social development of El Salvador, it is appropriate to declare on February 4th of each year, “Leonist Day in the SALVADOR”.

Art. 1.- On February 4th, every year, “DIA DEL LEONISMO IN EL SALVADOR”, in recognition of the invaluable contribution that Lions Clubs have provided for the social development of El Salvador.

Art. 2.- This Decree shall enter into force eight days after its publication in the Official Gazette.
