DECREE NO 676
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That the existing delimitation between the Municipalities that comprise the Department of Usulutan, does not conform to the present development of the technology in registration and of territorial measurement; nor to the existing ones circumstances of social and economic development of the country.
II.-What with technology registration and the photogrammetric models currently available from the National Center of Records; it is possible to carry out a precise delimitation and demarcation of these limits.
III.-That a process of dialogue has developed between the municipalities involved with the assistance of the National Records Center and the Geographic Institute and the National Catastro, thus arriving in this way to the elaboration and signature of the Municipal Limit Act JOY-MERCEDES UMANA with Reference No 1101-1111, which is taken as the basis for the content of this Decree and annexed as integral part of it.
IV.-That according to Art. 131 ordinal 5 ° of the Constitution it is the competence of this Authority of the State to decree, to interpret authentically, to reform and to repeal secondary laws.

Art. 1.-It is established as a boundary between the Municipalities of Joy and Mercedes Umana both of the Department of Usulutan, the following:
The trace of the municipal limit is formed by twenty-five journeys. The first journey consisting of a single section, determined with two points, numbered one to two, by land communication; the second journey made up of a single section, determined by two points, numbered two to three, by line of plots; the third journey consisting of a single section, determined with two points, numbered from three to four, by land communication; the fourth journey consisting of a single section, determined with two points, numbered four to five; for parcels of land; the fifth journey made up of a single tranche, determined with two points, numbered five to six, by land communication; the sixth journey made up of two sections, determined with three points numbered six to eight, per line of plots; the seventh single-tranche journey,

The measurement of the coordinates corresponding to the length and latitude of each of the points that make up the limit, has been done on the cadastral information of the old system, because in the eastern zone, specifically of the Department of Usulutan, has not yet been performed the update of the cadastral base.
