THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF THE SALVADOR,

CONSIDERING:

I.- That by Legislative Decree No. 405, dated 1 July 2010, published in the Official Gazette No. 133, Volume No. 388, of the 15th of the same month and year, the Executive Body was authorized in the Treasury Branch, so that by means of its holder or official that it designates, it would subscribe on behalf of the State and Government of the Republic of El Salvador a Préstamo Convention with the International Bank of Reconstruction and

II.- That in Article III – Draft of the aforementioned Loan Convention, it is stated that the coordination of the objectives of the Project will be carried out by the Technical Secretariat of the Presidency of the Republic, which in turn is responsible for the execution of Part C: Support of the design and development of the Universal Social Protection System, for a amount of $2,300,000.00 which was assigned to the Technical Assistance Project Code 30029 “Supporting the Social Protection and Development of the System

III.- That during the execution of the project, complementary activities have been identified that are necessary and essential to develop, to achieve the proposed objectives and that have an additional cost of $386,692.00, so to finance the amount, a modification to the distribution of resources by category was managed with the IRSB, with the purpose of reorienting for that purpose, the amount of $215,000.00 originally allocated to the IRA of $7811.

IV.- That for the purpose that the Presidency of the Republic, through the Technical Secretariat of the Republic, may continue to fund activities related to the implementation of the Technical Assistance Project Code 30029 mentioned above, it is necessary to reform the Budget Law 2014, approved by Legislative Decree No. 522, dated 31 October 2013, published in the Official Journal No. 225, Volume No. 401, of 2 December of the same year, increasing

in Apartado II – INGRESOS, Rubber 31 Public Indebtedness, Account 314 Contract of External Employees, the Specific Source 31404 Of Multilateral Agencies, with TRECIENTA AND SEIS MIL SEISCIENTS NOVENTA AND TWO 00/100 DOLARES OF THE UNITED STATES OF AMERICA (US$386,692.00). In addition, in Part III – GASTOS, in the part corresponding to the Presidency of the Republic, Budget Unit 05 Technical Secretariat, the allocations of the Working Line 03 Support to the Design and Development of the System of Universal Social Protection (UNITED loan No. 7811-SV) are increased, I charge 54 acquisitions of goods and services, with the amount of TRESCIENTA and SEIS MIL

in the use of its constitutional powers and at the initiative of the President of the Republic, through the Minister of Finance,

RIGHT:

Art. 1.- The current Budget Act, Section - General Budget BUDGET, introduces the following modifications:

A) In section II – INGRESOS, Rubro 31 Public Indebtedness, Account 314 Recruitment of External Entrepreneurships, insert the Specific Source 31404 of Multilateral Agencies, as follows:

Préstamo No. 7811-SV, signed with the International Bank for Reconstruction and Development (BIRF), resources to finance the Project “Protection of Income and Employability”, approved by Legislative Decree No. 439, dated 12 August 2010, published in the Official Gazette No. 157, Volume No. 388, of 25 of the same month and year, (Presidency of the Social Republic). 386.692

B) In paragraph III - GASTOS, in the part of the Presidency of the Republic, verbatim B. Allocation of resources, numeral 3. Purposes of Assigned Resources, in the Budget Unit 05 Technical Secretariat, adds the allocation of expenditures as follows:

Resources from External Loans that are incorporated by this Legislative Decree for $386,692,00 should be applied to the Source of Resources 9 International Bank for Reconstruction and Development, BIRF.

Art. 2.- This Decree shall enter into force on the day of its publication in the Official Gazette.
