DECREE NO 698
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That dated January 26, 2012, the JSDDF Donation Agreement N ° TF 011078 was signed, worth two SEVEN HUNDRED AND FORTY-NINE THOUSAND FOUR HUNDRED AND THIRTY DOLLARS OF THE UNITED STATES OF AMERICA (US$2,749,430.00), to finance the " Human Capital Protection of Urban Poor Children in the Contexts of the Recurrent Food Crisis in El Salvador ", between the Representative of the International Bank for Reconstruction and Development (IBRD), acting as Administrator of the Social Development Fund of Japan and the Minister of Finance, in representation of the Republic of El Salvador.
II.-That the Project referred to in the previous recital aims to protect the health, nutrition, cognitive and social development of very young children living in urban poor families marginalized and attenuate the effects of the volatility of the food prices that most affect mothers Pregnant women and children under 3 years of age; the execution of which was established from the year 2012, with its completion in 2014.
III.-That until the financial year 2014, the financial situation of the aforementioned Donation Convention presents a use of budgetary allocations for a total amount of ONE MILLION FIVE HUNDRED AND FORTY SEVEN THOUSAND SEVEN HUNDRED AND SIXTY-SEVEN DOLLARS FROM THE UNITED STATES OF AMERICA (US$1,547,767.00), which have been included in the budgets for the financial years 2012 to 2014, resulting in an available balance of said Donation by A THOUSAND SIX HUNDRED AND SIXTY-THREE DOLLARS WORTH OF THE UNITED STATES OF AMERICA (US$1,201,663.00).
IV.-That for the completion of the precious Project in the present year 2014, it is required to complete the financing for the purchase of various goods, services and medical equipment in the amount of ONE MILLION TWO HUNDRED THOUSAND SIX HUNDRED SIXTY AND THREE DOLLARS FROM THE UNITED STATES OF AMERICA (US$1,201,663.00), whose resources are not included in the General Budget of the Fiscal Financial Year 2014.
V.-That for the reasons set out above and with the purpose that the Health Ramo can use the remaining resources of the Social Development Fund of Japan for the purposes established, it is necessary to reform the Law of the Budget, Adopted by Legislative Decree No. 522 dated October 31, 2013, published in Official Journal No. 225, Volume 401, of December 2 of the same year, in the part of revenue and expenditure concerning said Ramo, with the amount of ONE MILLION TWO HUNDRED AND ONE THOUSAND SIX HUNDRED AND SIXTY-THREE DOLLARS FROM THE UNITED STATES OF AMERICA (US$1,201,663.00).

in use of its constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance,
DECCRETA:
Art. 1.-In the current Budget Law, Section -A General Budget of the State, the following changes are introduced:
A) In Section II-REVENUE, Rubro 22-Capital Transfers, Account 224 Capital of the External Sector, increase with the amount that will be said the specific source 22404 From Multilateral Organizations, as well:
JSDF Donation Agreement No. TF 011078 for the execution of the Project " Human Capital Protection of Poor Children Urban in the Contexts of the Recurrent Food Crisis in El Salvador ", signed between the Representative of the International Bank for Reconstruction and Development (IBRD), acting as Administrator of the Social Development Fund of Japan and the Ministry of Finance representing El Salvador.

B) Section III-EXPENSES, in the part corresponding to the Health Ramp, literal B. Resource allocation, the following modifications are incorporated:
In numerals 3. Relationship Purposes to Assigned Resources; 4. Budgetary allocation by Rubro de Grouping, Source of Financing and Economic Destination and 5. List of Projects of Public Investment, zansse with source of financing Grants, the current allocations of the Budget Unit, Line of Work and public investment project indicated below, with the amount of $1,201,663.00 and replace the amounts voted, for the following:

C) Resources that are incorporated by this Legislative Decree, by a value of ONE MILLION TWO HUNDRED AND ONE THOUSAND SIX HUNDRED SIXTY-THREE DOLLARS FROM THE UNITED STATES OF AMERICA (US$1,201,663.00), must be applied to the Source of Resources 21 Government of Japan.
Art. 2.-This Decree shall enter into force from the day of its publication in the Official Journal.
