DECREE NO 699

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That dated April 10, 2002, was signed between the Republic of El Salvador and the Grand Duchy of Luxembourg, the General Agreement on Cooperation between the two countries, which was ratified by the Legislative Assembly. by Legislative Decree No. 869 dated 6 June 2002, published in Official Journal No. 118, Volume No. 355, of 27 of the same month and year; as of 23 March 2012, the Luxembourg Agency for Development Cooperation, acting under the mandate of the Ministry of Foreign Affairs and Immigration of the Grand Duchy of Luxembourg and the Republic of Salvador, signed the Financing Agreement to develop an operation of the Common Fund for Programmatic Support (FOCAP), in support of the "Program of Solidarity Communities in El Salvador", for an amount of € 10,000,000.00 euros equivalent to US$ 12,200,000.00.

II.-That by Legislative Decree No. 863, dated April 30, 2009, published in Official Journal No. 94, Volume No. 383 of May 25 of that year, the Basic Convention of Cooperation between the Republic of El Salvador was ratified in all its parts Salvador and the Kingdom of Spain; therefore, dated 6 July 2011, it was signed with the Spanish Agency for International Cooperation for Development (AECID), the Financing Agreement to develop an operation of the Common Support Fund Programmatic (FOCAP), destined for the same "Program of Solidarity Communities in El Salvador", for an amount of € 16,000,000.00 euros equivalent to US$ 21,440.00; of which, will be used for programmatic support € 15,600,000.00 euros equivalent to US$ 20,904,000.00 and € 400,000.00 euros equivalent to US$ 536,000.00 for Technical Assistance to the Program.

III.- That by Legislative Decree No. 725 dated September 30, 1999, published in Official Journal No. 208, Volume No. 345 of 9 November of the same year, the Framework Convention on the Enforcement of Aid was ratified in all its parts Financial and Technical and Economic Cooperation in El Salvador, under the "ALA" Regulation, signed on 17 May 1999 between the Government of the Republic of El Salvador and the European Community, represented by the Commission of the European Communities, which in its Art. 3 provides that any cooperation project selected by the Commission, may give rise to a specific financing agreement between the Commission acting on behalf of the European Community and the Government of the Republic of El Salvador or the authorities of the public authorities referred to in Article 6 of the Convention, which may be: the State, the Decentralized Administrations and the Local Communities, among others.

IV.-Which dated October 27, 2011, the Government of the Republic of El Salvador signed with the European Union, the Financing Convention No. DCI-ALA/2011/022-647 for the implementation of the "Support Program for Solidarity Communities in El Salvador (PACSES)", for an amount of € 47,400,000.00 euros equivalent to US$ 61,83,820.00 of which € 45,000,000.00 euros equivalent to US$ 58,693,500.00 will be used for help Budget and € 2,400,000.00 euros equivalent to US$ 3,130,320.00 for Supplementary Aid, with a duration of 60 months from the entry into force of the said Convention; however, with date 20 January 2014, the Adendum No 1 was approved which modifies the original distribution of these resources, as follows: € 42,750,000.00 euros equivalent to US$ 55,758,825.00 for budgetary aid; € 2,400,000.00 euros equivalent to US$ 3,130,320.00 for complementary aid and € 2,250,000.00 euros equivalent to US$ 2,94,675.00 for support of the Ciudad Mujer programme, a through the Secretariat of Social Inclusion.

V.-That the Solidarity Communities Program is an important component of the Universal Social Protection System contained in the Five-Year Development Plan 2010-2014 and represents one of the strategies promoted by the Government of El Salvador, which includes urban areas and The Technical Secretariat is currently implementing the Technical Assistance Project Code 40615 " Support to the Universal Social Protection System of El Universal. Salvador-Programme Solidarity-FOCAP. '

VI.-That of the resources approved for the fiscal year 2012 by the Spanish Agency of International Cooperation for Development and the Grand Duchy of Luxembourg, there is an unexecuted balance of US$ 1,027,195.00, of which by letter Nº STP/SPSU/0150/13 dated November 28, 2013, the Technical Secretariat of the Presidency was assigned the amount of US$ 427,195.00 (US$379,163.00 of AECID and US$ 48,032.00 of the Duchy of Luxembourg), whose incorporation into the Law of the current Budget of 2014 is necessary for the strengthening of the Single Register of Participants of the Universal Social Protection.

VII.-Which of the resources assigned to the Technical Secretariat of the Presidency during 2013 for the implementation of the Technical Assistance Project Code 40615 referred to above, according to Note No. STP/SPSU/0019/13 Date 4 February 2014, there is an availability of US$ 65,611.00 (US$23,894.00 from AECID; US$ 41,619.00 from the Duchy of Luxembourg and US$ 98.00 from the European Union), which is required to be incorporated into the current Budget Law of 2014, strengthen the management of the Universal Social Protection System.

fiscal 2013, generated an increase of US$ 538,150.00 from the currency differential, from whose amount by letter No. STP/SPSU/0138/13 dated November 8, 2013, was assigned to the Technical Secretariat of the Presidency the amount of US$ 258,150.00 that it is appropriate to add to the current budget of 2014, so that they can be for the strengthening and positioning of the Social Protection System Universal and the implementation of the Secretariat for Vulnerability Issues.

IX.-With the purpose of the Technical Secretariat of the Presidency, it can have the budgetary credit that will allow it to continue funding the Project Technical Assistance Code 40615 cited above, it is necessary to reform the existing Law of the Budget adopted by Legislative Decree No. 522 dated October 31, 2013, published in the Official Journal No. 225, Volume 401, of December 2, 2013. The same year, incorporating in Section II-Revenue and in Section III-Expenditure, in part corresponding to the Presidency of the Republic, the resources of Donation available up to an amount of SEVEN HUNDRED AND FIFTY THOUSAND NINE HUNDRED AND FIFTY-SIX 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 750,956.00), of which the amount of SEVEN HUNDRED AND FIFTY THOUSAND EIGHT HUNDRED AND FIFTY-EIGHT 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 750,858.00) comes from FOCAP (US$661,207.00 from the Spanish Agency for International Development Cooperation and US$ 89,651.00 from the Grand Duchy of America). of Luxembourg) and NINETY-EIGHT 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 98.00) correspond to PACSES (European Union).

FOR TANTO,

in use of its constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance,

DECCRETA:

Art. 1.-In the current Budget Law, Section -A GENERAL BUDGET OF THE STATE, the following modifications are introduced:

A) In section II-REVENUE, Rubro 22 Transfers of Capital, Account 224 Transfers of Capital of the Sector External, increase the specific sources, with the amounts indicated:
