DECREE NO 701
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree Nº 490, dated October 14, 2010, published in Official Journal No. 193, Tomo Nº 389, from the 15th of the same month and year, the Executive Body was authorized in the Ramo de Hacienda, so that by means of its holder or the official whom he shall appoint, shall subscribe on behalf of the State and Government of the Republic of Salvador, a Loan Contract with the Inter-American Development Bank (IDB), for an amount of up to $20,000,000.00, for the purpose of financing the "Water and Rural Sanitation Program"; which was approved in all its parts by Decree Legislative Nº 608, dated February 4, 2011, published in Official Journal No. 27, Volume No. 390, 8 of the same month and year (Loan BID No. 2358 /OC-ES).
II.-That within the scope of the loan, the Environment and Natural Resources Ramo was assigned the amount of $550,000.00, for the execution of Component 2 called Improvement of sources and soil conservation in Priority micro-basins, of which resources were programmed in the 2012 and 2013 Budget Laws to finance the implementation of the 5563 project " Improvement of Sources and Soil Conservation in the Priority/Water and Water Program Rural Sanitation ", for a total of $275,000.00, giving the amount of $240,147.00 and leaving a Remaining $34,853.00.
III.-That in the Law of Budget 2014, the MARN has programmed resources of this loan for $170,515.00, with the purpose of continuing with the execution of the Project No. 5563 mentioned above; however, in this opportunity, the institution requests to reinforce these allocations with an additional amount of $105,000.00 to contract the services of a consultancy for the "elaboration of the Plan of Management of the Basins of the Priority Areas", which will lay the foundations of the planning for the development of environmental protection activities in micro-basins selected within the Program; it should be noted that the resources to be incorporated come from the available balance of the IDB loan 2358 that to date amounts to $104,485.00 and $515.00 of the remainder of the fiscal year 2013; the difference of $34,338.00 will be included in the 2015 budget to carry out the technical and financial closure of the said project.
IV.-That with the purpose that the Environment and Natural Resources Ramo can continue with the execution of the project 5563 " Sources and Soil Conservation in Microbasins-Water and Sanitation Program Rural ", it is necessary to reform the Law of Budget 2014, in Section II-INCOME, Headings 31 Public Indebtedness, Account 314

Hiring External Borrowing, Increasing The Specific Source 31404 Of Agencies MULTILATERAL, IN ONE HUNDRED AND FIVE THOUSAND 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US$ 105,000.00); likewise, in Section III-EXPENSES, in the part corresponding to the Environment and Natural Resources, Unit Budget 04 Programs and Environment Projects, Increase the Line of Work 01 Improvement of Sources and Conservation of Soils in the Prioritari-Water and Rural Sanitation Program, with the total amount of ONE HUNDRED AND FIVE THOUSAND 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 105,000.00), including them in the Rubro 54 Procurement of Goods and Services. In addition, the reference to the budgetary allocation by the Rubro de Grouping, Source of Financing and Economic Destination and the List of Public Investment Projects is modified, increasing Project 5563 " Improvement of Sources and Conservation In the case of Soils in the Prioritari-Water and Rural Sanitation Program (BID 2358 /OC-ES), in ONE HUNDRED AND FIVE THOUSAND 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 105,000.00).

in use of its constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance,
DECCRETA:
Art. 1.-In the current Budget Law, Section-A GENERAL BUDGET OF THE STATE, the following modifications are introduced:
A) In Section II INCOME, Headings 31 Public Indebtedness, Account 314 Contracting External Borrowings, increase the specific source 31404 of Multilateral Organizations, as well:
Loan Contract No. 2358 /OC-ES, signed with the Inter-American Development Bank (IDB), to finance the "Water and Rural Sanitation Program", approved by Legislative Decree No. 608, dated February 4, 2011, published in the Official Journal No. 27, Volume No. 390, 8 of the same month and year.................................. $105,000
B) In Section III EXPENDITURES, in the part corresponding to the Environment and Natural Resources Ramo, Budget Unit 04 Programs and Environmental Projects, increase the Working Line 01 Improvement of Sources and Conservation of Soils in the Prioritari-Water and Rural Sanitation Program, with the total amount of $105,000 and in the list of Public Investment Projects, increases Project 5563 with the same amount:
