DECREE No. 719
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 1057 dated April 19, 2012, published in Official Journal No. 73, Volume No. 395, of the 23rd of the same month and year, the Executive Body was authorized in the Ramo de Hacienda, so that through its holder or the official whom he shall appoint, shall subscribe on behalf of the State and Government of the Republic of Salvador, a Loan Contract with the Central American Bank for Economic Integration (BCIE), for an amount of up to SIXTY 00/100 MILLION DOLLARS FROM THE UNITED STATES OF AMERICA ($60,000,000.00), resources for the implementation of the Program 'Rural Agriculture and Family Farming Plan for Food and Nutritional Safety' (PAF); loan which was approved by Legislative Decree No 245 dated 19 December 2012, published in Official Journal No 239, Volume No 397, of 20 of the same month and year.
II.-That by Legislative Decree No. 436, dated July 31 2013, published in the Official Journal No. 143, Volume N ° 400, of August 8 of the same year, the MAG incorporated into the Law of Budget 2013, the amount of $31,376,695.00, with the purpose of implementing the Program 5562 " Project of Support to Agriculture Family (PAAF) "; of which only the amount of $4,349,006.00 was executed.
III.-That in the Law of Budget 2014, approved by Legislative Decree No. 522, dated October 31, 2013, published in the Official Journal No. 225, Volume No. 401, of December 2 of the same year, the Ministry of Agriculture and Livestock The resources of the Loan BCIE N ° 2077 for an amount of $18,337,155.00 and the General Fund for $2,383,830.00, in concept of counterpart, amounting to a total of $20,720,985.00 to continue with the execution of the Program 5562 specifically related to training producers in the management of vegetable gardens, fruit trees, in the maintenance of bird modules, training in the use of agricultural equipment, as well as to follow up the Centers for the Development of basic grains, fruits, honey, cocoa and aquaculture and strengthen the management capacities of business and commercial alliances.
IV.-That the Agricultural and Livestock Ramp requires to incorporate into the current allocations of the Program 5562 "Project of Support to Family Agriculture (PAAF)" the amount of $22,849,750.00, with charge to the BCIE loan No. 2077, for the purpose of financing activities additional to those scheduled in the present fiscal year 2014, such as: purchase of corn and bean seed; acquisition of inputs to beneficiaries enrolled in the Productive Development Centers (CDPs), established in the program chains; technological research agriculture; strengthening the link between producers and the market,

specifically at the National Service Centers (CNS) and for the construction and equipment of dairy plants, which will collect milk for the Vaso de Leche Program and which aim to identify business opportunities for domestic producers.
V.-That the Agricultural and Livestock Ramo can count on with the necessary resources to supplement the allocations of that Programme During the present financial year 2014, it is necessary to modify the Law of the current Budget, increasing in Section II-Revenue, the Specific Source 31404 of Multilateral Organizations with the amount of TWENTY-TWO HUNDRED AND FORTY-NINE THOUSAND SEVEN HUNDRED AND FIFTY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA ($22,849,750.00); and in Section III-Expenses, in the part corresponding to the Agricultural and Livestock Ramp, modifying the Budget Unit 12 Family Agriculture Plan Rural Emprendedurism, with the amount of TWENTY-TWO MILLION EIGHT HUNDRED AND FORTY-NINE THOUSAND SEVEN HUNDRED AND FIFTY DOLLARS FROM THE UNITED STATES OF AMERICA ($22,849,750.00), distributed in their respective Work Lines 01 Food and Nutrition Security, 02 Productive Chaining, 03 Agricultural Innovation, 04 Link to Industry and Commerce.

DECCRETA:
Art. 1.-In the current Budget Law, Section -A General Budget of the State, the following changes are introduced:
A) In Section II-INCOME, Headings 31 Public Indebtedness, Account 314 External borrowings, increase the specific source 31404 of Multilateral Organizations, as well:
Loan No. 2077, signed with the Central American Bank for Economic Integration (BCIE), to finance the implementation of the " Support Project Family Farming (PAAF) ", approved by Legislative Decree No. 245 dated December 19, 2012, published in Official Journal No 239, Volume No 397, 20 of the same month and year (Ramo of Agriculture and Livestock)..................................................................... $22,849,750
B) In Section III-EXPENSES, in the part corresponding to the Agricultural and Livestock Ramp, Budget Unit 12 Family Agriculture Plan and Rural Emprendursurism, Numeral 4. Budget Allocation by Rubro of Pool, Source of Financing and Economic Destination, increases the allocations of the Work Lines 01 Food and Nutritional Safety with $7,254,180. 00, 02 Productive Chain with $10,840,075.00, 03 Agricultural Innovation with $4,448,060.00 and 04 Link to Industry and Commerce with

C) The resources that are incorporated by this Legislative Decree, by value of VEINTIDES MILLIONS EIGHT HUNDRED AND FORTY-NINE THOUSAND SEVEN HUNDRED AND FIFTY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA ($22,849,750.00), must be applied to the Source of Resources 6 Central American Bank for Economic Integration.
Art. 2.-This Decree shall enter into force from the day of its publication in the Official Journal.
