DECREE NO 715

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That the first paragraph of Article 1 of the Constitution of the Republic states that " El Salvador recognizes the human person as the origin and the end of the activity of the State, which is organized for the achievement of justice, legal certainty and the common good. "

II.-That the General Law of Education, approved by Legislative Decree No. 917, dated December 12, 1996, published in Official Journal No. 242, Volume No. 333, dated December 21, 1996, states in its article 1 ° that: " La education is a process of permanent, personal, cultural and social formation that is based on an integral conception of the human person, his dignity, his rights and his duties. "

III.-That the elimination of the existing communication barriers in the Salvadoran society for deaf people, is currently an imperative for the promotion of equal opportunities, and fundamentally, for this The social sector can freely access all kinds of studies, and achieve a comprehensive training in which the essential purpose of education prevails, such as achieving the integral development of the personality in its dimension. spiritual, moral and social, and contribute to the construction of a more prosperous democratic society,

IV.-That in order to comply with the above, it is necessary to incorporate in the General Law of Education, the recognition of the Salvadoran Sign Language -Lessa, as the natural and official language of deaf people In this context, it will be possible to respect and develop the linguistic identity of the people belonging to this community, and promote non-discrimination of deaf people in different areas of life.

DECRETA the following:

REFORM TO THE GENERAL EDUCATION LAW

Art. 1.-Incorporate an article 15 -A, between Articles 15 and 16, of the General Law of Education, as follows:

" Art. 15 -A.-The Salvadoran Sign Language-LESSA is recognized as the natural and official language of the Salvadoran deaf persons; consequently, all activities carried out for this sector of society must be carried out in strict attachment to this provision, therefore, it is the obligation of the State to ensure its teaching and conservation. "

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
