DECREE NO 729

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That by Legislative Decree No. 685 dated May 5, 2005, published in Official Journal No. 99, Volume No. 367, of the 31st of the same month and year, the Special Law for the Emission of the Single Identity Document was issued in the External, establishing that the National Registry of Natural Persons (RNPN), is the entity responsible for The Administration of the System of Registration of the Unique Document of Identity, both inside and outside the territory of the Republic, for which it will have the cooperation of the Ministry of Foreign Affairs; moreover, in its Art. 5, it is stipulated that the First time extension, replacement, modification and renewal of the Unique Identity Document outside the national territory, will be worth thirty-five dollars from the United States of America ($35.00).

II.-That in the Budget Law for the financial year 2013, it was programmed in Section II-Revenue, in the specific source 12106 By Expedition of Identification Documents, which corresponds to the issue and delivery of DUI's in the foreign, an amount of $232,000.00 for the months of August and September of the said financial year; however, according to certifications issued by the General Directorate of Treasury of the Ministry of Finance, dated September 26 and October 16 2013, during these months the amount of $497,610.00 was received for the issue and delivery of 14,217 DUI's abroad, amount that exceeds $265,610.00 to the aforementioned value.

III.-That by Legislative Decree No. 572, dated December 5, 2013, the incorporation of the referred resources in the Special Budget of the RNPN; however, the initiative presented by the Executive Body was modified, since the aforementioned Decree was incorporated into Article 3, by which means the RNPN was authorized to allocate the amount of $120,600.00 to grant each of its employees an economic compensation during the month of December; therefore, the decree was vetoed by the President of the Republic, dated December 17 of the same year, as unconstitutional, having been returned to this Legislative Body without being sanctioned; therefore, due to the limited time available, the reform requested could be approved during that fiscal year.

IV.-That currently, the RNPN, continues to issue the referenced Documents in 16 cities of the United States of America and 4 of Canada and requires extending its coverage to other countries, such as as: Spain, Qatar, Mexico, Peru, Italy, Australia, Japan and South Korea; in that sense, such entity requests to incorporate the above resources into your institutional budget to finance the different expenses associated with the process of issuing DUI's abroad.
