DECREE NO 743

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That in accordance with the provisions of Art. 6 of the Law on Medicines, the National Directorate of Medicines has within its powers and duties, to ensure compliance with the required Law, which has in order to ensure the institutionalisation of ensuring accessibility, registration, quality, availability, efficiency and safety of medicinal products and cosmetic products for the population and to provide the best price for the public and private user, as well as their rational use.

II.-Article 38 of the Law, states that the National Directorate of Medicines will have a Quality Control Laboratory, which will have within its powers, perform analysis of quality, identity, purity and potency to the drugs and other products of its competence, to verify the quality of drugs marketed in the national market.

III. In order to effectively comply with the privileges indicated above, the National Directorate of Medicines requires conditioning and equipping the said Laboratory, under international standards of quality, activity that is expected to be achieved by means of the Project Code 6170 "Conditioning and Equipment of the Microbiology Area of the Quality Control Laboratory of the National Directorate of Medicines, Santa Tecla, Department of Freedom."

IV.-That the Project referred to in the previous recital, is not included in the Law of Budget, approved by Legislative Decree No. 522, dated October 31, 2013, published in the Official Journal No. 225, Volume 2 December of the same year, due to the fact that during the process of budgetary formulation 2014 its incorporation was not possible, because it was not recorded in the Annual Program of Public Investment on that occasion.

V.-That currently the Project in the reference has complied with the relevant legal requirements, having been incorporated into the abovementioned Annual Public Investment Program with the Investment Code 6170 and with an amount of FIVE HUNDRED AND EIGHTY THOUSAND FIVE HUNDRED FIVE DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 580,505.00).

VI.-That in order to make its corresponding execution by the National Directorate of Medicines, it is necessary to create a new allocation of resources in its respective Special Budget, which is why it is necessary reform the Budget Law, in the part of the expenditure concerning that institution.
