DECREE NO 745
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
WHEREAS:
I.-That by Legislative Decree No 725 dated 30 September 1999, published in Official Journal No 208, Volume N ° 345 of 9 November 1999, the Framework Convention on the Implementation of the Financial and Technical Assistance and Economic Cooperation in El Salvador under the Regulation "ALA", signed between the Government of the Republic of El Salvador and the European Community.
II. Article 3 of the above mentioned Framework Convention provides that any cooperation project selected by the Commission may result in a specific financing agreement between the Commission acting on behalf of the European Community and the Government. of the Republic of El Salvador or the authorities of the public authorities.
III.-That dated 25 November 2009, the Ministry of Education signed with the European Community, the Financing Convention N ° DCI-ALA/2009/020-152, for the Implementation of the programme " Strengthening Social Cohesion in the Educational Sector of El Salvador (Pro-EDUCA) ", for an amount of € 25,000,000 of Euros, equivalent to US$ 34,440,000 estimated at the exchange rate of US$ 1.3776, of which € 23,000,000 of Euros, equivalent to US$ 31,684,800.00 corresponding to Budget Aid, will be used for to finance the development of safe living environments in 100 schools, the provision of mobile computer mobile stations, teacher training, curriculum development, infrastructure maintenance and workshop facilities, and National Institutes laboratories and € 2,000,000 Euros, equivalent to US$ 2,755,200.00 for Complementary Aid intended for technical assistance, lasting 72 months, from the entry into force of the said Convention.
IV.-By means of Addendum No 1, dated November 8, 2012, signed by the Ministry of Education and the European Community, the distribution of the amount of € 25,000,000 of Euros and period of application of the said Convention was modified, as follows: € 21,000,000 Euros, equivalent to US$ 28,929,600.00 for Budget Aid to be granted in direct aid to the General Budget of the State, € 2,000,000 of Euros, equivalent to US$ 2,755,200.00 for Supplementary Aid, intended for technical assistance and visibility activities, which will be managed directly by the European Community and € 2,000,000 of Euros, equivalent to US$ 2,755,200.00 for the contribution agreement with the International Agency, managed through the joint management mode, with a duration of 96 months, divided into two phases, the first phase The operational implementation will last 72 months from the signing of the Financing Agreement and a technical and financial closure phase, which will end 24 months after the end of the operational phase.

V.-That of the value of $28,929,600.00 mentioned above, the Master of Education has executed since the year 2010 to date, a total of $25,254,128.00 reflecting an availability of $3,675,472; however, of that amount, $3,465,010.00 will not be disbursed by the European Community, so said Convention reflects an actual available balance of $210,462.00 the which is required to be used to support the development of innovative strategies in School co-existence and acquisition of computer equipment, rehabilitation of physical spaces and electrical reallocations to support research, science and technology integral to education, in the framework of the implementation of the Investment Project Public Code 5268 Program "Strengthening Social Cohesion in the Education Sector of El Salvador (Pro-EDUCA)."
VI.-That with the purpose of the Education Ramo to have the balance available in reference, it is necessary to reform the Law of Budget, approved by Legislative Decree No. 522, dated October 31, 2013, published in the Official Journal N ° 225, Volume No. 401 of December 2 of the same year, in order to incorporate in section II-Revenue, the amount of TWO HUNDRED TEN THOUSAND FOUR HUNDRED AND SIXTY TWO DOLLARS OF THE UNITED STATES OF AMERICA (US$ 210,462.00) from the aforementioned Convention; likewise, in paragraph III-Expenditure, in the part corresponding to the Master of Education, is added the amount of TWO-HUNDRED TEN THOUSAND FOUR HUNDRED AND SIXTY-TWO DOLLARS OF THE UNITED STATES OF AMERICA (US$ 210,462.00), incorporating also in the List of Projects of Public Investment, the Project Code 5268 Program " Strengthening of the Cohesion Social in the Education Sector of El Salvador (Pro-EDUCA). "
FOR TANTO,
in use of its Constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance.
DECCRETA:
Art. 1.-In the current Budget Law, Section-A General Budget of the State, introduce the following changes:
A) In section II-REVENUE, Rubro 22 Transfers of Capital, Account 224 Transfers of Capital of the External Sector, increase the specific source 22404 of Multilateral Agencies, as follows:

C) Resources that are incorporated by this Legislative Decree amounting to two hundred and ten thousand four hundred and sixty-two dollars of the United States of America (US $210,462.00), must be applied to the Source of Resources 12 Community European.
Art. 2.-This Decree shall enter into force from the day of its publication in the Official Journal.
