DECREE NO 746

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That by Legislative Decree No. 863, dated April 30, 2009, published in Official Journal No. 94, Volume No. 383 of May 25 of the same year, this Legislative Assembly ratified in all its parts the Basic Convention of Cooperation between the Republic of El Salvador and the Kingdom of Spain, with their respective Adendas I and II, which seeks to establish a legal and understanding framework for the identification, development, implementation and evaluation of policies, programmes, projects and any cooperation intervention agreed by the parties that subscribe to it.

II. the framework of the aforementioned Basic Cooperation Convention, the Government of the Republic of El Salvador, through the Ministry of Public Works, Transport and Housing and Urban Development (MOP), requested the Spanish Agency for International Cooperation for Development (AECID), reimbursable financial resources from the Fund for The Promotion of Development (FONPRODE) for € 10,500,000.00 in order to implement the Program of Progressive Rural Roads in El Salvador, which to date are in the process of approval; likewise, the support of AECID was required to manage This is a financial mechanism complementary to the bilateral loans granted by the countries of the European Union (EU).

III.-Which proceeds from the management of the LAIF funds, a Delegation Agreement between the European Union and AECID was signed on 29 December 2011, which is entrusted to the Agency for International Cooperation, the administration of the LAIF contribution for the Progressive Rural Roads Program in El Salvador, which amounts to € 4,000,000.00.

IV.-That dated November 27, 2012, the Presidency of the Spanish Agency for International Cooperation for Development (AECID), issued a Resolution of Grant of Grant of International Cooperation, through which it was grants the MOP a multi-annual grant for a total amount of € 4,000,000.00 equivalent to FIVE MILLION THREE HUNDRED AND FORTY THOUSAND $100 MILLION FROM THE UNITED STATES OF AMERICA (US$5,340,000.00) estimated at the exchange rate of $1.3350, to finance the Progressive Rural Roads Program in El Salvador, which aims to improve the conditions of the rural road infrastructure, in order to enable permanent transport in these areas, giving priority to the places that have the potential for productive development in order to help to reverse the conditions that affect the rural poverty and low economic activity.

V.-That in accordance with the provisions of that Resolution, on February 21, 2013, AECID transferred the amount of $5,020,352.00 to the MOP, as a first disbursement of non-reimbursable funds subsidized by LAIF, which were entered in the Bank of Central America's Institutional Savings Account No. 107713869, according to consists of the Currency Income Statement No. 117812 and the respective Credit Note.

VI.-That the MOP requires to use part of the non-reimbursable resources supported by LAIF that have already been awarded to it, up to an amount of $1,745,530.00 in order to initiate the implementation of the Public Investment Program 6061 " Progressive Rural Roads in El Salvador-LAIF ", whose resources are distributed as follows: ONE MILLION TWO HUNDRED AND TWENTY-FOUR THOUSAND EIGHT HUNDRED AND EIGHTY 00/100 DOLLARS FROM THE UNITED STATES OF AMEICA (US$1,224,880.00) for Institutional Strengthening, and FIVE HUNDRED AND TWENTY THOUSAND SIX HUNDRED AND FIFTY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 520,650.00) to finance the hiring of the 6084 Projects "Improvement of the Tertiary Camino CAB19N, section: Victoria-Diversion El Zapote-Caserio Santa Marta, Municipality of Victoria, Department of Cabañas" and 6085 " Improvement of Rural Road, MOR18N Tranche: CA07N-Canton Caserio Tejera-Paso el Mono, Municipality of Arambala, Department of Morazán. "

VII.-That with the purpose that the Ramo of Public Works, Transport and Housing and Urban Development can incorporate the Program of Investment 6061 "Program of Progressive Rural Roads in El Salvador-LAIF", it is necessary to modify the Current Budget Law, in Section II REVENUE, Rubro 22 Capital Transfers, Account 224 Transfer of Capital from the External Sector, increasing the Specific Source 22403 From Governments and Government Agencies in a MILLION SEVEN HUNDRED FORTY-FIVE THOUSAND FIVE HUNDRED AND THIRTY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$1,745,530.00), and in Section III EXPENSES, in the part corresponding to the Ramo of Public Works, Transportation and Housing and Urban Development, Budget Unit 02 Public Works, the Work Line 04 Connectivity Program is incorporated Rural with the amount of ONE MILLION SEVEN HUNDRED AND FORTY FIVE THOUSAND FIVE HUNDRED AND THIRTY 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US$1,745,530.00), recording in the Rubro 54 Procurement of Goods and Services the amount of SIX HUNDRED AND SEVENTY SEVEN THOUSAND SEVEN HUNDRED AND FIFTY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$677 ,750.00) and the The amount of ONE MILLION SIXTY-SEVEN THOUSAND SEVEN HUNDRED AND EIGHTY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$1,067,780.00) was added to Fixed Assets and the Purposes of Assigned Resources and Allowance. DECCRETA:

Art. 1. In the current Budget Law, Section -A GENERAL BUDGET OF THE STATE, the following modifications are introduced:

A. In paragraph II-INGRESOS, Rubro 22 Capital Transfers, Account 224 Capital Transfers of the External Sector, increase the Specific Source 22403 From Governments and Government Agencies, as follows:
