DECREE NO 755
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 869 dated 6 June 2002, published in Official Journal No. 118, Volume No. 355 of 27 of the same month and year, the General Cooperation Agreement between the The Government of the Republic of El Salvador and the Government of the Grand Duchy of Luxembourg, on giving priority to the projects aimed at combating poverty, as one of the essential objectives of the cooperation policy.
II.-That in the framework of such cooperation, dated December 23, 2011, the Government of the Republic of El Salvador signed with the Luxembourg Agency for Development Cooperation (Lux-Development) of the Grand Duchy of Luxembourg, the Financing Convention No. SVD/021-11 884 to develop the operation of the Common Fund for Programmatic Support, FOCAP, aimed at financing the implementation of the Program to Support Solidarity Communities in El Salvador for € 2,000,000.00 equivalent to US$ 2,516,740.00.
III.-That within the framework of the provisions contained in the said Financing Convention, the Technical Secretariat of the Presidency of the Republic, as the Rector of the Program of Solidarity Communities, by means of Office STP-SPSU-0154/2013, dated December 6, 2013, communicated to the Health Ramo the allocation of US$ 280,000.00 to be executed during the year 2014 of the Common Fund for Programmatic Support (FOCAP), resources from the Spanish Cooperation Agency International for the Development-AECID, which were destined for that State Portfolio for to finance the remuneration of the months of January to May 2014 of 103 places contracted eventually for the development of the Program of Solidarity Communities in El Salvador, with the amount mentioned above; places exclusively for to develop the activities related to the Community Family Health Teams (ECOSF), resources that have already been incorporated into the current budget of the Health Ramo by Legislative Decree No. 644, dated March 27, 2014, published in The Official Journal No. 65, Volume No. 403, of April 4 of the same year.
IV. Officio STP-SPSU-0167/2014, dated April 2, 2014, the Technical Secretariat of the Presidency assigned to the Health Ramo to be executed during 2014, additional resources of the Common Fund for Programmatic Support (FOCAP), from the Great Duchy of Luxembourg, for a FOUR HUNDRED AND TWENTY-NINE THOUSAND NINE HUNDRED AND SEVENTY DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 429,970.00), which this Ministry has earmarked to supplement the financing of the salaries of the months of June to December 2014, of the 103 temporary places mentioned above and for the acquisition from other inputs to support activities

linked to the functioning of the Community Family Health Teams (ECOSF), during the fiscal year 2014; however, in harmony with Art. 20 of the current Budget Law, such temporary hiring would not imply its absorption by the State from the General Fund.
V.- Health for the current financial year 2014, of the necessary resources to finance the continuity of the operations of the Community Family Health Teams (ECOSF), aimed at providing the medical services to important sectors of the population of the Municipalities of the Department of Usulutan, where groups have been identified population in extreme poverty, it is necessary to reform the existing Law of the Budget, voted by Legislative Decree No. 522, dated October 31, 2013, published in the Official Journal No. 225, Volume No. 401, of December 2 of the same year, effect of incorporating into the revenue and expenditure side, resources up to the value of FOUR hundred TWENTY-NINE THOUSAND NINE HUNDRED AND SEVENTY DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 429,970.00), so that the Health Ramo can have the corresponding budget credit for the execution of said Program.

in use of his Constitutional powers and at the initiative of the President of the Republic, through the Minister of Finance.
DECCRETA:
Art. 1.-In the current Budget Law, Section -A General Budget of the State, please introduce the following changes:
A) In Section II-REVENUE, Rubro 22 Capital Transfers, Account 224 Foreign Sector Capital increases the Specific Source 22403 From Governments and Government Agencies, as follows:
Financing Convention No. SVD/021-11 884, signed between the Luxembourg Agency for Development Cooperation and the Republic of El Salvador, aimed at developing an operation of the Common Fund for Programmatic Support, FOCAP, to the "Program of Solidarity Communities in El Salvador". According to the General Agreement of Cooperation between the two countries, ratified by the Legislative Assembly, by Legislative Decree No. 869 dated June 6, 2002, published in Official Journal No. 118, Volume No. 355 of 27 of the same month and year..................................... $429,970
B) In Section III-EXPENSES, in the part corresponding to the Health Ramo, literal B. Allocation of Resources, increase the Budget Unit 14 Common Fund for Programmatic Support (FOCAP) and the Line of Work 01 Program Solidarity Communities, according to the following detail:

C) The resources that are incorporated by this Decree Legislative by value of FOUR HUNDRED AND TWENTY-NINE THOUSAND NINE HUNDRED AND SEVENTY DOLLARS OF THE UNITED STATES OF AMERICA (US$ 429,970), must be applied to the Source of Resources 35 Grand Duchy of Luxembourg.
Art. 2.-This Decree shall enter into force from the day of its publication in the Official Journal.
