1 Decree N ° 774, the Legislative Assembly of the Republic of EL SALVADOR: I.-that, Art. 6 of the Constitution the first subsection, establishes that every person can express and disseminate his thoughts freely provided that it does not subvert public order or morals, honour or privacy of others are injured. The exercise of this right shall not be subject to prior examination, censorship or surety; but making use of it, infringe laws, they will answer for the crime he committed.
II.-that, through Legislative Decree N ° 498, dated 02 December 1998, published in the official journal N ° 240, volume N ° 341, of the 23rd of the same month and year, was issued the law against the laundering of money and of assets; which aims to prevent, detect, punish and eradicate the crime of laundering of money and assets, and related offences, as well as the cover-up; in that it is applicable to any natural or legal person, even if the latter is not constituted legally.
III.-that, through Legislative Decree N ° 749, date July 16, 2014, published in the official journal N ° 143, took no. 404, 07 August of the current year; He reformed the article 2 of the Act against the laundering of money and assets, in the sense of incorporating as "Obligated" by that Act to advertising companies and the media of any kind; being understood for the purposes of the concerned regulatory body, such as obligated to those that will have, among other things, report the proceedings or suspicious financial transactions or that exceed the threshold of law, appoint and train a compliance officer, and other responsibilities that law, its regulations, as well as the instructions of the unit of research financial of the Prosecutor General of the Republic - UIF/FGR- to determine them.
IV.-that, in order to ensure a real and effective constitutional guarantee the principle of free speech and No censorship or surety becomes necessary to issue the relevant legal reforms.

DECREES the following: reform to the law against the money and of laundering.
Article 1.-Reformanse the numeral 19), 20) and 21) of the third subparagraph, of article 2; ((((in the sense that the current paragraph 20), becomes paragraph 19) and the current paragraph 21), becomes paragraph 20), as well: "19) associations, consortia and business associations; (y, 20) any private institution or mixed economy, and corporations. "
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
