DECREE NO 804
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That dated December 19, 1961, the Governments of El Salvador and the United States of America signed the General Agreement for Economic and Technical Assistance and Related Purposes, in which the commitments, general rules and obligations of the parties for the management of the economic aid received, which was published in Official Journal No 239, Volume N ° 193, 27 of the month and year mentioned above; in that regard and in the context of that Convention, dated 20 March 2013, it was signed between the Government of the Republic of El Salvador and The Millennium Challenge Corporation (MCC), a Donation Agreement (609g) in the amount of Two Million Novehundreds Forty Thousand 00/100 Dollars of the United States of America (US$ 2,940,000.00), intended to finance professional services, administration and others related to the formulation and strategic technical actions for the drawing up of a proposal for a second Donation Convention (FOMILENIUM II) with the MCC, whose resources were exhausted in the month of June 2014.
II.-That the Donation Agreement 609g referred to, in Article 2, 2, in Section 2.2, literal b, paragraph ii, the intention of the Government of El Salvador to create a FOMILENIUM II institution as the responsible entity and also, the Temporary designation of the Technical Secretariat and Planning of the Presidency of the Republic as a designated person responsible for the implementation of the Donation Agreement, until the FOMILENIUM II Institution is created, which will assume all the obligations, rights and responsibilities arising out of and related to the Donation Agreement; What, in compliance with the above, this Secretariat, by Agreement dated March 20, 2013 created within its organizational structure, the Administrative Unit for the formulation of the proposal of the second FOMILENIUM II Convention with the MCC.
III.-That the same Donation Agreement establishes in Article 2, in Section 2.2, literal g, paragraph i, the obligation of the Government of El Salvador to provide the necessary funds to carry out its responsibilities and obligations under According to the agreement, it is necessary to provide the resources corresponding to the FOMILENIUM II Administrative Unit, created in the organizational structure of the then Technical Secretariat of the Presidency of the Republic, to the effect that it can fulfill. with the obligations established and to meet the operating expenses of the July period to December 2014, which amount to the amount of Setecientos Mil 00/100 Dollars of the United States of America (US$ 700,000.00).
IV.-That in the current Budget Law of 2014, in the part corresponding to the Ramo of Finance, Budget Unit 18 Financing of Counterparts

V.-That with the purpose that the Technical and Planning Secretariat of the Presidency of the Republic can have the specific budgetary structure and have the budgetary credit to comply with the obligations established by the Convention, it is necessary to amend the existing Law of Budget, approved by Legislative Decree No 522, dated 31 October 2013, published in Official Journal No 225, Volume No 401 of 2 December 2013 the same year, adding in the part that corresponds to the Presidency of the Republic, the Unit Budget 15 Administrative Unit of Fomilenium II, Line of Work 01 Administration of Fomilenium II, with an amount of Setecientos Mil 00/100 Dollars of the United States of America (US$ 700,000.00), whose resources will be transferred from the Unit Budget 18 of the Ramo of Finance referred to above.

in use of its Constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance.
DECCRETA:
Art. 1.-In the current Budget Law, Section -A GENERAL BUDGET OF THE STATE, the following modifications are introduced:
A) In Section III-EXPENSES, in the part corresponding to the Presidency of the Republic, Literal B. Resources, numerals 3. Relationship Purposes with Assigned Resources and 4. Budget Allocation by Grouping of Grouping, Financing Source and Economic Destination, adding the Budget Unit and Line of Work listed below, as follows:

B) Resources for The Budget Unit and Line of Work that are added for the value of US$ 700,000, will be transferred from the Ramo de Hacienda, Budget Unit 18 Financing of Investment Projects, Line of Work 01 Financing Counteritems Millennium Fund, Group 62 Capital Transfers, Budget Encryption 2014-0700-4-18-01-22-1 General Fund.
Art. 2.-This Decree shall enter into force from the day of its publication in the Official Journal.
