DECREE NO 903

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That for the Pan American Health Organization-PAHO, universal health coverage means that all individuals have access to the quality services they need, including promotion, prevention, healing, rehabilitation and palliative care, without having to pass financial difficulties to pay for them.

II.-That Universal Health Coverage is a comprehensive goal for our health systems, to ensure that all-including those who are poorer, vulnerable and excluded from society-have access to quality, integrated and based on primary health care, throughout its life cycle.

III.-That one billion people lack basic health services and one hundred million fall into poverty each year trying to access these services.

IV.- That the Universal Health Coverage is achievable, for which, more than seventy countries of all income levels, are taking steps to ensure access to quality health care without financial difficulty.

V.-That when all people have access to basic health services, they can be prevented, treated deadly diseases and saving lives; transforming communities, economies and nations, being a right, not a privilege, not having to rely on access to quality health care, of economic reasons.

DECCRETA:

Art.1.-Declare on December 12 of each year as, "DAY OF THE UNIVERSAL HEALTH COVERAGE".

Art. 2.-This Decree will enter into force eight days after its publication in the Official Journal.

GIVEN IN THE BLUE HALL OF THE LEGISLATIVE PALACE: San Salvador, at the twelve days of December of the year two thousand fourteen.
