DECREE N ° 1008
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 725, dated September 30, 1999, published in Official Journal No. 208, Volume N ° 345, of 9 November of the
same year, the Framework Convention was ratified in all its parts on the implementation of the Financial and Technical Assistance and Economic Cooperation in El Salvador, 'ALA', signed on 17 May 1999
the Government of the Republic of El Salvador and the European Community, represented by the Commission of the European Communities, which in its Art. 3 states that any draft of the cooperation selected by the concerned
Commission may give rise to a specific financing agreement between the Commission, acting on behalf of the European Community and the Government of the Republic of El Salvador or the authorities of the public mentioned
in Art. 6 of the Convention, which may be: the State, the Administrations Decentralized and Local Communities, among others.
II.-Which dated April 10, 2002, was signed between the Republic of El Salvador
and the Grand Duchy of Luxembourg, the General Agreement of Cooperation between the two countries, the which was ratified by the Legislative Assembly, by Legislative Decree No. 869, dated June 6, 2002, published in the Official Journal
N ° 118, Volume No. 355, of the 27th of the same month and year. On the basis of that Agreement, dated 23 March 2012, the Luxembourg Agency for Development Cooperation, acting under the mandate of the Ministry of Foreign Affairs and
Immigration of the Grand Duchy of Luxembourg and the Republic of Salvador, signed the Financing Convention No. SVD/021-11 884 to develop an operation of the Common Fund for Programmatic Support (FOCAP), in support of the
"Program of Solidarity Communities in El Salvador", amounting to 10,000,000 € equivalent to US$ 12,200,000.
III.-That dated October 27, 2011, the Government of the Republic of El Salvador, through the then Technical Secretariat of the Presidency and the Vice-Ministry of Cooperation for Development, signed with the European Union, the Financing Agreement
Financing N ° DCI-ALA/2011/022-647 for the implementation of the "Support Program for Solidarity Communities in El Salvador (PACSES)", in the amount of 47,400,000 € equivalent to US$ 61,823,820, of which 45,000,000 €
equivalent to US$ 58,693,500 were allocated for Budget Aid and 2,400,000 € equivalent to US$ 3,130,320 for Complementary Aid, with a duration of 60 months, from the entry into force of the said Convention.
IV.-May 28 November 2013, by Office of the Office of the Office of the Presidency of the European Union. Republic, assigned resources to the Ramo of Public Works, Transport and Housing and Development

Urban for US$ 600,000, from balances not executed by various institutions during the fiscal year 2012, with the purpose of financing the
execution of Project 6203 "Construction of Social Equipment for the MIAUP Project La Gran Manzana, Santa Tecla, La Libertad", which is being executed through the Municipal Mayor of Santa Tecla and will allow to improve
the quality of life of the population of this municipality, through the creation of spaces for coexistence, recreation and healthy recreation that foster family ties and contribute to the reduction of family and social violence;
resources that will be used specifically for the construction of a communal area of approximately 720 mts2, with the following social areas: a nursery, a living room for senior citizens and a
communal house, which includes the office of project management and video library; of these funds, US$ 36,197 come from the undersigned with the Luxembourg Agency for Development Cooperation (Lux-Development) and
US$ 563,803 come from the Financing Agreement with the European Union.
V.-That for the purpose of the Ramo of Public Works, Transport and Housing
and Urban Development, be able to have the budget credit that allows the execution of Project 6203 mentioned above, it is necessary to reform the Law of the Current Budget, voted by Legislative Decree No. 866, dated 20 of November 2014, published in Official Journal No 229, Volume N ° 405,
of 8 December 2014 The same year, increasing in Section II-INGRESOS, Rubro 22 Transfers of Capital, Account 224 Transfers of Capital of the External Sector, the Specific Sources 22403 of Governments and
Government agencies, with the amount of THIRTY AND SIX THOUSAND ONE HUNDRED AND NINETY-SEVEN 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (USD 36,197.00) and 22404 From Multilateral Organizations, with the amount of
FIVE HUNDRED AND SIXTY-THREE THOUSAND EIGHT HUNDRED AND THREE 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 563,803.00). Also, in Section III-EXPENSES, in the part corresponding to the Ramo of Public Works, Transport
and Housing and Urban Development, Budget Unit 07 Programme of Support to Solidarity Communities-PACSES, Labor Line 01 Precarious Urban Settlements and Intensive Employment in Work
Public in Solidarity Communities, Rubro 62 Capital Transfers, with the amount of SIX hundred thousand 00/100 dollars from the United States of America. AMERICA (US$ 600,000.00). Likewise, the allocation of the budget is modified
Budget by Rubro de Grouping, Source of Financing and Economic Destination and the List of Projects of Public Investment concerned, incorporating the Project with code 6203 before related to the amount
indicated.

Art. 1. In the current Budget Law, Section -A GENERAL BUDGET OF THE STATE, the following modifications are introduced:
A. In Section II-REVENUE, Rubro 22 Capital Transfers, Account 224 Capital Transfers of the External Sector, the Specific Sources are increased as follows:

Art. 2.-This Decree will enter into force from the day of its publication in the Official Journal.
