DECREE NO 875

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That the Neonatal Alliance of El Salvador, is a set of governmental organizations, national and international non-governmental institutions, international cooperation agencies and professional associations, who have joined with the aim of advocating and promoting the health of the neonate, including rights approach. In compliance with this mission, she has been promoting breastfeeding, Human Milk Banks, and Father and Mother Kangaroo Program along with other actions aimed at reducing child mortality.

II. global health, recognized by the World Health Organization-WHO, because it is the first condition of neonatal death and contributes to the mortality of children under five years old.

III.-That annually because of the premature death a baby every 30 seconds, equivalent to the death of one million hundred thousand babies, placing this condition on the same level of mortality from breast cancer; that annually, one million one hundred thousand babies die that were born before time, and the premature birth kills a baby every 30 seconds, placing this condition in the overall mortality at the same level as Breast cancer.

IV.-That although not all prematurity is preventable, there are certain measures to reduce premature births that need to be of the general population's knowledge.

V.-What in El Salvador, the Neonatal mortality rate, according to the National Family Health Survey 2008-FESAL 2008, was 9 per thousand The National Strategic Plan for the Reduction of Maternal Mortality, Perinatal and Neonatal 2011-2014 sets a goal for December 2014 to reduce to 7.5 per thousand live births.

VI. -That in this sense we work to help the premature and premature girls and boys, through strategies such as the Kangaroo Program and Human Milk Banks, currently implemented in three hospitals of the country: Saint John of God of Santa Ana, San Juan de Dios de San Miguel and Hospital Nacional de la Mujer.

VII.-That they are also encouraging the conduct of research studies that will allow to know the factors associated with premature birth, in order to promote actions that contribute to the reduction of morbidity and mortality associated with preterm birth.

VIII.-That there is also a Guide to the Attention of Premature Less than two thousand grams, The objective is to systematize the development of a network of reference, return and follow up agile, timely, with quality and warmth for the premature ones that graduate from the neonatal units, as well as the opportunity to be evaluated closely in the neuro-development, in problem detection and early onset of rehabilitation, in those cases where disabilities are detected.

IX.-That there is World Prematurez Day, held every November 17, a global initiative involving more than 50 countries and with the support of UNICEF and the Organization World Health-WHO.

X.-That the goal of World Prematurez Day is to alert the international community to this issue, with acts and activities that aim to draw attention to the global problem of premature birth as a cause of death and morbidity among newborns around the world.

XI.-That the institutions of the Neonatal Alliance of El Salvador are aware that actions in health during early childhood are essential for development and growth of girls and boys, and this has a positive impact on the short, medium and long term on the health of the population and the development of the country.

XII.-That the World Day of Prematurez is an opportunity for the problem of the prematurity to be placed on the public agenda as an action that can contribute to the decrease of the morbidity and infant mortality.

DECCRETA:

Art. 1.-Declare the third week of the month of November of each year, "National Prevention and Care Week of the Prematurez".

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
