1 Decree N ° 928 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that by Legislative Decree N ° 307, dated 14 February 2013, published in the official journal N ° 40, volume N ° 398 of the same month and year, issued the law on political parties.
II.-that in article 37 of this law for the first time established that the returns of members of the Legislative Assembly, the Central American Parliament and members of municipal councils, should be formed by at least thirty per cent of women.
III.-that the aforementioned provision has been renovated twice, the first on September 25, 2014, through Legislative Decree N ° 811 and the second on October 31, 2014, through Legislative Decree N ° 843.
IV.-that the Constitutional Division of the Supreme Court of Justice, in the process of unconstitutionality 43-2013, issued a ruling that declares that there is unconstitutionality by omission with regard to internal party democracy, which affects the content of the first paragraph of article 37 of the law on political parties.
V under the reforms and the aforementioned resolution, it is necessary to reformulate the contents of the referred article to ensure the clarity and effectiveness of its application.
Therefore, in use of his constitutional powers and at the initiative of the Deputy Norma Guevara de Ramirios DECREED the following: reform to the law of parties political Art.1.-replacing article 37, in the following manner: "article 37.-the election of party officials and candidates for posts of popular election to be nominated by the political parties in the elections called by the Supreme Electoral Tribunal" as well as the decisions of party Government, they should be governed by internal democracy rules laid down in the law and in the partisan status.
Political parties should integrate their schedules for election of deputies to the Legislative Assembly, the Central American Parliament and members of the municipal councils, at least with a thirty percent of participation of women.

2 this percentage shall apply to every form of national, departmental and Municipal, depending on the registration of candidates that each political party or coalition present at national, departmental and Municipal constituencies. Each form will be considered comprehensively, i.e., including owners and alternate candidates.
In the case of the returns with candidates to municipal councils, thirty per cent minimum female participation, will be enforceable both on bills that present political parties or coalitions should be winners and lists that designate the order of precedence in case of not getting a simple majority, according to the provisions of article 165 second paragraph of the Electoral Code.
"The Court Supreme Electoral, through it together Electoral departmental, must verify that them parties political or coalitions met with them provisions of this article, to the time of present their returns."
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
