DECREE NO 952
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That in accordance with the provisions of Article 168, Orgordal 3 ° of the Constitution
of the Republic, it is the attribution of the President of the Republic to seek harmony
social and to achieve peace and internal peace and security of the person
as a member of society; so, For the due fulfillment
of the precept, it is necessary to formulate public policies of citizen security
and justice that allow the Salvadorans a peaceful coexistence.
II. Crime is the task of all and all the
Salvadorans, being indispensable the participation of the different sectors of
the civil society and the institutions of the State, corresponding so that united,
we contribute to the definition and implementation of such policies to pursue the
commission of crimes, rehabilitating criminals and protecting victims.
III.-That in order to contribute to the achievement of the above purposes, by Decree
Executive N ° 62, dated September 29, 2014, published in the Official Journal
N ° 179, T omo N ° 404, of that same date, the National Council of
Citizen Security and Coexistence was created, which has as its main objective to promote
and to facilitate the dialogue and the concertation around the policies public related
with justice, citizen security and coexistence, seeking achievement and subscription
of sustainable national agreements; counting with a broad integration of
members coming from different actors and sectors of the Salvadoran society,
such as churches, business sector, municipal sector, through the Corporation
of the Municipalities of the Republic of El Salvador, political parties, means of
communication and other members of the state sector that are mentioned in the Decree
of creation referred to above.
IV.-That in this sense, the National Council for Citizen Security and Coexistence
currently organizes a series of country activities to help the
fulfillment of its core objective embodied in its Decree of creation,
excelling the organization of a magna activity at national level that t rae
coupled with the realization of the so-called "Great Mobilization for Life, Peace
and Just icia", event to be held on March 26, 2015, promoting
prior adhesions to such an important celebration of different sectors
of national life in all areas of national work, to raise awareness
to the collectivity about the import ance of working together in the concretion of
the objectives that the alluded National Council has mapped out.
V.-That given the importance of what has been raised in the previous Considerations, it is estimated

necessary to issue the legal provisions for which it is declared as " Day
National "with paid asueto for public employees, munic ipales and
private, in the way it will be regulated in the pre-set decree, to celebrate the
March 26 of each year the" National Day for Life, Peace and Justice ", date
that will serve as a frame for the jar of a magno event of transcendence
national, which is the "Long March for Life, Peace and Justice," which invo lucrara
to all sectors of the Salvadoran society for an awareness in
how much, through the unity of these sectors, can be cont ribuir a
promote and facilitate dialogue and concertation around public policies
related to justice, citizen security and coexistence, seeking the achievement
and subscription of national agreements
WHY,
in use of their constitutional powers and on the initiative of the President of the Republic, through the
Minister of Government and Territorial Development.
DECCRETA:
Art. 1.-Declare and the twenty-six of March of each year, as "NATIONAL DAY FOR LIFE, THE
PEACE AND JUSTICE".
Art. 2.-Public, municipal and private employees, including those of the Executive Commission
Hydropower of the Lempa River, will enjoy paid-only on the twenty-sixth day of March of two
thousand fifteen, date on which for the first time time will be commemorated the National Day referred to above.
Art. 3.-For the purposes of the previous article, exclude from the application of this Decree to the
employees and workers of the Ministry of Health, of the Salvadoran Institute of Social Security and Police
National Civil, in the provision of health and public safety services to the
; likewise, those employees of the Ministry of Finance who at the discretion of the holder of the said
Portfolio of State is necessary for their presence to to meet tax obligations.
Art. 4.-E l pre sent e Decreto shall enter into force eight days after its publication in the Official Journal
.
