DECREE NO 963
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 665, dated March 7, 1996,
published in Official Journal No. 58, Volume No. 330, of the 22nd of the same month and year, the Law of the Teaching Career was approved, which establishes in its Art. 33 that the salary of the educators will be fixed taking into account the charge, with revisions
periodicals not over 3 years.
II.-That the authorities of the Ministry of Education, together with
representatives of the Teachers 'Guild and the Workers' Union of the Ministry of Education, agreed to increase Five percent monthly salary base to all the teaching and administrative staff of that
Ministry and ten percent to the Hours Classes, excluding the seats of overhauls and government personnel; such increase has a cost Of US$ 25,808,283, of which the Ramo of Education can only cover up to US$ 15,808,283
III.-That for the purpose of supporting the budget to the Ramo of Education so that it can fill it with the provisions of Art. 33 of the Law of the Race
has identified in the budget allocations available from the Economic Ramo, in what corresponds to the financing of the Liquefied Gas Subsidy, a preliminary saving of US$ 10,000,000 product of the impact in the
reduction of the prices International fuels; resources that can be used for financing of the salary increase of the employees of the Ministry of Education.
IV.-That to the effect that the Ramo of Education can have the necessary resources to finance the total cost of the increase of 5% to all the places
teachers and Administrative and 10% to Class Hours, it is required to carry out in the current Budget Law, voted by Legislative Decree No. 866, dated November 20, 2014, published in Official Journal No. 229, Volume No.
405, December of the same year, a transfer of resources between budget allocations of different Ramos, increasing in the part corresponding to the Master of Education, in different Budgetary Units
and Lines of Work, a total amount of 10 BILLION DOLLARS from the United States of America (US$ 10,000,000.00); decreasing in the Economy Sector, the Budget Unit 08 Support to Other Entities,
Work Line 03 Liquefied Gas Subsidy Financing, with the amount of TEN MILLION 00/100 USD OF THE UNITED STATES OF AMERICA (US$ 10,000,000.00).

in use of its Constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance.
DECCRETA:
Art. 1.-In the current Budget Law, Section -A GENERAL BUDGET OF THE STATE
the following modifications are introduced:
A) In section III-EXPENSES, it is reinforced with an amount of US$ 10,000,000 the allocations of the
Education, as well:
3100-XX_ENCODE_CASE_CAPS_LOCK_ON education class
4. Budget Allocation by Grouping, Financing Source and Economic Destination, the Grouping Rubro is strengthened, as follows:

B) The resources with which the above mentioned allocations are strengthened to the value of US$ 10,000,000 will be decreased from the Economy Ramo, the Budget Unit 08 Support to Other Entities, Line of Work 03 Financing of Liquefied Gas Subsidy, Rubro 56
Current Transfers, from the General Fund.
Art. 2. This Decree shall enter into force on the day of its publication in the Official Journal.
