DECREE NO 977
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That in accordance with Article 131, Ordinary 22 ° of the Constitution of the Republic, it is the faculty of this State Body, to grant to persons or
populations, titles, honorary distinctions and gratifications, compatible with the form of government established, for relevant services provided to the Homeland.
II.-That article 6, literal a) of the Law of Honorific Distances, Gratitude and Titles, establishes that the honorary distinctions of "Son or Daughter of Merit of El Salvador" constitute a very high distinction and grant to the people
Salvadoran people who dedicate themselves or have dedicated themselves to the practice of humanitarian and altruistic activities, or for their transcendental contributions or services to human knowledge, in such a way that this contribution represents a benefit
national, regional or universal.
III.-That Monsignor Oscar Arnulfo Romero and Galdamez, who was born in the municipality of Ciudad Barrios, Department of San Miguel, on August 15, 1917 and
died in this capital on March 24, 1980, was a Salvadoran Catholic priest and the fourth metropolitan archbishop of San Miguel. Salvador (1977-1980), celebrated for his preaching in defense of human rights and for having died
murdered during the celebration of the Mass.
IV.-That also, Monsignor Oscar Arnulfo Romero and Galdáñez, stood out for his
pastoral work in which he disseminated a hopeful message of life for the entire population, denouncing in his He said that he was a bishop of the Catholic Church, as a bishop who defended the country's political violence, and publicly stated his solidarity with the

V.-That among the multiple distinctions and recognitions that have been awarded to it,
it is emphasized that this Legislative Assembly, on March 4, 2010, declared by Legislative Decree No. 294, on March 24 of each year as " Day National of Monsignor Oscar Arnulfo Romero and Galdamez ", for the pastoral work
and a hopeful message of life that gave to the entire Salvadoran population.
VI.-That Monsignor Romero is one of the ten martyrs of the twentieth century represented
at the statues of Westminster Abbey, in London England and was nominated for the Nobel Prize in the Peace in 1979.

VII.-That on December 21, 2010, the United Nations General Assembly proclaimed the March 24 as "International Day of the Right to Truth in
relationship to Serious Violations of Human Rights and the Dignity of Victims," with the purpose of promoting the memory of victims of serious violations of human rights. human rights and the right to truth and to the
justice, and pay tribute to dedicate his life to the struggle to promote and protect the human rights of all.
VIII.-On March 24, 1990, the cause of canonization of Monsignor Oscar Arnulfo Romero and Galdáñez was initiated, and on February 3, 2015 Pope Francis authorized The promulgation of the Decree of the Congregation for the Causes of the
Saints that declared Monsignor Oscar Arnulfo Romero and Galdáñez martyr of the Church, murdered by "hatred of the faith". The beatification ceremony will be held in the city of San Salvador on May 23, 2015.
IX.-That by virtue of the merits mentioned above, it is appropriate to grant the honorable post mortem distinction, from "Son Meritisimo of El Salvador" to Monsignor Oscar
Arnulfo Romero and Galdáñez, as a humanist dedicated to the defense of the human rights, the protection of human lives and the promotion of the dignity of the human being.

DECRETA:
Art. 1.-Archbishop Oscar Arnulfo Romero and Galdáñez, "Son Meritisimo de El Salvador", were declared postmortem, in recognition of their values and important and valuable social and pastoral work,
devoted to the promotion and protection of the human rights and dignity of Salvadorans and Salvadorans, and their dedication to the service of humanity.
Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
