DECREE NO 987
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 405, dated July 1, 2010, published in Official Journal No. 133, Volume No. 388, of the 15th of the same month and year, is
authorized to the Executive Body in the Ramo de Hacienda, so that by means of the holder or official designated by him, who shall subscribe on behalf of the State and Government of the Republic of El Salvador, a Loan Agreement with the Bank
International for Reconstruction and Development (IBRD), up to a sum of US$ 50,000,000, to finance the "Protection of Income and Employability" Project, whose institutions The Executive Secretariat
of the Presidency, today the Technical and Planning Secretariat of the Presidency, the Social Investment Fund for the Local Development of El Salvador, and the Ministry of Labor and Social Security, having been approved in all its parts by the
Prestamo Convention, by Decree Legislative N ° 439, dated 12 August 2010, published in Official Journal No 157, Volume N ° 388, 25 of the same month and year.
II.-That in Article III-Project, of the said Loan Convention, it is established that the coordination of the Project objectives will be in charge of the Technical and Planning Secretariat of the Presidency, which in turn is responsible
of the implementation of Part C: Support for the design and development of the Universal Social Protection System, for a amount of US$ 2,300,000 and the payment of the Initial Commission worth US$ 125,000.
III.-That by Amendment No 3, dated August 2, 2013, the International Bank for Reconstruction and Development authorized the redistribution of the
amounts of the categories of the referred loan agreement, increasing the Category C allocations up to the amount of US$ 2,515,000, maintaining the payment of the Initial Commission for US$ 125,000, for a total of
US$ 2,640,000; in addition, by letter dated July 16, 2014, the IBRD extended the deadline of validity of the said Convention until 31 December 2015.
IV.-That with the resources assigned to the Technical and Planning Secretariat of the Presidency, for a total of US$ 2,640,000, destined for the Project of
Technical Assistance Code 30029 " Support for the Design and Development of the System Universal Social Protection (IBRD 7811-SV) ", from fiscal year 2011 to the end of 2014, has accrued the amount of US$ 2,066,171, registering
an availability of US$ 573,829, of which the amount in the current Budget Law of 2015 is scheduled the value of US$ 400,000, leaving to date an outstanding balance of use for US$ 173,829; which is required to be incorporated into the existing budget allocations of the Technical Secretariat

and of the Planning of the Presidency, to finance complementary activities that result necessary and indispensable to develop in order to achieve the objectives
proposed of the mentioned Project.
V.-That with the purpose that the Presidency of the Republic, through the Secretariat
Technical and Planning of the Presidency, can continue to finance the activities related to the implementation of the Technical Assistance Project Code 30029 mentioned above, it is necessary to reform the Law of the Budget
in force voted by Legislative Decree No. 866, dated November 20, 2014, published in the Official Journal No. 229, It took N ° 405, from 8 December of the same year, increasing in Section II-REVENUE, the Rubro 31
Public Indebtedness, Account 314 Contracting External Borrowings, the Specific Source 31404 Of Multilateral Organizations, with the HUNDRED AND SEVENTY-THREE THOUSAND EIGHT HUNDRED AND TWENTY-NINE $00/100 OF THE
STATES UNITED OF AMERICA (US$ 173,829). Also, in Section III-EXPENSES, in the part corresponding to the Presidency of the Republic, Budget Unit 05 Technical Secretariat and Planning of the Presidency,
increase the allocations of the Line of Work 03 Support for the Design and Development of the Universal Social Protection System (IBRD), the 54 Procurement of Goods and Services, with the amount of ONE HUNDRED AND SIXTY-EIGHT THOUSAND TWO HUNDRED AND THIRTY-SEVEN 00/100 U.S. DOLLARS
UNITED STATES OF AMERICA (US$ 168,237), the 61 Investments in Fixed Assets, with the amount of FIVE THOUSAND FIVE HUNDRED AND NINETY-TWO 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$5,592),
corresponding to the aforementioned Loan Agreement. FOR TANTO,
in use of its Constitutional powers and on the initiative of the President of the Republic, through the Minister of Finance,
DECCRETA:
Art. 1.-In the current Budget Law, Section -A GENERAL BUDGET OF THE STATE
the following modifications are introduced:
A) In section II-INCOME, Headings 31 Public Indebtedness, Account 314 Recruitment of
External Borrowings, increase the Specific Source 31404 From Multilateral Organizations, as well:
Loan No. 7811-SV, subscribed to the International Bank of Reconstruction and
Development (IBRD), resources that are allocated to finance the Project "Protection of Income and Employability", approved by Legislative Decree No. 439, of Date 12 August 2010, published in Official Journal No 157, Volume N °
