DECREE NO 3
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 525, dated December 20, 2007, published in Official Journal No. 238, Volume No. 377, of the same date, the
Legislative Assembly approved in all its parts the Contract of Loan and Implementation of the BMZ Programme N ° 2003 65 718, signed between the Government of the Republic of Salvador and the Kreditanstalt für Wiederaufbau (KfW), for an amount
of EUR 13,994,257.02 equivalent to US$ 18,574,840, for the implementation of the Program "Development of Local Development and Governance FISDL IV", with the date of availability of US$ 410,000, which the Social Investment Fund
for the Local Development of El Salvador (FISDL) has determined that it is necessary to incorporate in the current Budget Law of 2015, in order to complement the execution of Project No. 4460 "Promotion of Local Development and Governance
(FISDL/KFW IV)".
II. Legislative Decree No. 114, dated September 10, 2009, published in Official Journal No. 185, Volume No. 385, of October 6 of the same
year, the Legislative Assembly ratified in all its parts the Contract of the Exchange of Debt BMZ N ° 2009 70129, signed between the Government of the Federal Republic of Germany, through the Kreditanstalt für Wiederaufbau (KfW) and the Government of
the Republic of El Salvador, for EUR 10,000,000 equivalent to US$ 14,012,794, to implement the " Program of Attention to Poverty with Citizen Participation FFISL V ", in those Municipalities identified as de extreme poverty,
of which there is a remnant of US$ 80,435; and in addition, the handling of the account of the said Convention has generated the amount of US$ 29,445 in the interest of banking, totaling a US$ 109.880 that
also the FISDL has determined to incorporate into the Law of the Current Budget 2015, to complement the execution of the Project N ° 4996 "Program of Attention to Poverty with Citizen Participation (FISDL V)".
III. by letter dated 16 December 2014 the Kreditanstalt für Wiederaufbau extended the period of For the implementation of the Programs
Development of Local Development and Governance-FISDL IV "and the" Attention to Poverty with Citizen Participation-FFISDL V ", until June 30, 2015.
IV.-That by Legislative Decree No. 439, dated August 12, 2010, published in Official Journal No. 157, Volume No. 388, of the 25th of the same month and year,
the Legislative Assembly approved in all its parts the Convention of Loan No. 7811-SV, signed between the International Bank for Reconstruction and Development (IBRD) and the Government of the Republic of El Salvador, in the amount of US$ 50,000,000, to finance the Project " Income Protection and

Employability, " whose implementing institutions are the Technical and Planning Secretariat of the Presidency, the Social Investment Fund for Development
Local of El Salvador (FFISL) and the Ministry of Labor and Social Welfare; which in Article III-Project, of the aforementioned Loan Convention, is established that the FISDL will be responsible for the execution of Part A: Support for Design and
Implementation of the Temporary Support Program for Income (PATI), in the amount of US$ 37,200,000.
V.-That the International Bank for Reconstruction and Development, by Amendment No 3, dated August 2, 2013 authorized the redistribution of the amounts of the categories of the aforementioned Loan Agreement, increasing the
Category A allocations up to the amount of US$ 40,660,000, which was assigned to the Social Investment Fund for Local Development of El Salvador, to implement the Public Investment Project Code 5629 " Support Program
Temporary to Income and Employability "; and by letter dated July 16, 2014, extended the period of validity of the referred to in the Convention until 31 December 2015.
VI.-That of the total resources allocated to the Investment Project Code 5629 in reference to US$ 40,660,000, has been accrued from the fiscal year 2011 to the end of 2014 the amount of US$ 36,363,290, registering a
availability of US$ 4,296,710, of which the value of US$ 2,592,130 is programmed in the current 2015 Budget Law, with a balance remaining to be used for US$ 1,704,580; the amount that the FISDL requires
incorporate into their existing budget allocations to complement the implementation of the Investment.
VII.-That with the purpose that the Social Investment Fund for Local Development of El Salvador, can have the budget credit to complement the implementation of the Investment Projects before related, is made necessary
to reform the existing Law of Budget, voted by Legislative Decree No. 866, dated November 20, 2014, published in the Official Journal No. 229, Volume No. 405, of December 8 of that same year, incorporating the reforms
relevant to Section II-Revenue and Section III-Expenditure, in the relevant part to the Ramo de Hacienda and to the Social Investment Fund for Local Development, up to the amount of TWO HUNDRED HUNDRED
TWENTY-FOUR THOUSAND FOUR HUNDRED AND SIXTY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$2,224,460).
