DECREE NO 60
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That dated April 10, 2002 was signed between the Republic of El Salvador and the Grand Duchy of Luxembourg the General Cooperation Agreement between both
countries, which was ratified by the Assembly. Legislative, by Legislative Decree No. 869, dated June 6, 2002, published in the Official Journal No. 118, Volume No. 355 of 27 of the same month and year; later, with date
23 March 2012, the Luxembourg Agency for Development Cooperation, acting under the mandate of the Ministry of Foreign Affairs and Immigration of the Grand Duchy of Luxembourg and the Republic of El Salvador,
signed the Financing Agreement to develop an operation of the Common Fund for Programmatic Support (FOCAP), in support of the "Program of Solidarity Communities in El Salvador", for an amount of 10,000,000 euros equivalent to
US$ 12,200,000.
II.-That the Community Solidarity Program includes urban and rural areas and whose priority is the reduction of poverty and social exclusion. Within
, the National Youth Institute (INJUVE) is implementing the Public Investment Project Code 5770 " Strengthening Youth Centers and Community Spaces in the Central, Western and Eastern Regions of El
Salvador, in support of the Solidarity Communities Program-FOCAP, which aims to activate community spaces and implement strategies that help young people develop skills and promote values
family, so that they integrate with the productivity of the country.
III. of the aforementioned Financing Convention, the Institute
National Youth Program for the fiscal year 2014 an allocation of US$ 1,300,000, to finance Project 5770 mentioned above, from which US$ 439,494 was paid, leaving a balance To be used for the value of
US$ 860,506; in addition, for the execution of this Project in the current year of 2015, resources from Donations for US$ 1,300,000 were programmed, of which US$ 1,180,790 are from the Union European and US$ 119,210 from the
Grand Duchy of Luxembourg; however, INJUVE has identified necessary and indispensable activities to achieve the proposed objectives of the aforementioned Project, so it requires the use of the balances not executed during 2014
for US$ 860,506.
IV.-That the incorporation of the non-executed balances during the year 2014 to the value of US$ 860,506, will allow the National Youth Institute to strengthen the institutional capacities and local governments, increase the economic and development opportunities for young people and their families, and

execute preventive actions and programs aimed at reducing poverty, inequality economic and social exclusion from a youth perspective.
V.-That with the purpose that the National Youth Institute can have the budget credit that allows it to continue funding the Project of
Investment Public 5770 cited above, it is necessary to reform the existing Law of Budget, voted by Legislative Decree No. 866 dated November 20, 2014, published in Official Journal No. 229, Volume No. 405, of the
8 December of that year, increasing in Section II-REVENUE, the Rubro 22 Transfers of Capital, Account 224 Transfers of Capital of the External Sector, the Specific Source 22403 of Governments and Agencies
Government, with EIGHT HUNDRED AND SIXTY THOUSAND FIVE HUNDRED SIX 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US$ 860,506). Also, in Section III-EXPENSES, in the part corresponding to the Presidency of the
Republic, increases the allocations of the Budget Unit 11 Solidarity Communities-INJUVE-FOCAP-PACSES, Line of Work 01 Strengthening and Rehabilitation of Youth Spaces-FOCAP-PACSES, with
EIGHT HUNDRED AND SIXTY THOUSAND FIVE HUNDRED USD SEIS00/100 OF THE UNITED STATES OF AMERICA (US$ 860,506), corresponding to the aforementioned Donation Convention.

in use of its Constitutional powers and on the initiative of the President of the Republic,
of the Finance Minister.
DECCRETA:
Art. 1.-In the current Budget Law, Section -A GENERAL BUDGET OF THE STATE, the following modifications are introduced:
A) In section II-REVENUE, Rubro 22 Transfers of Capital, Account 224 Transfers of Capital of the Sector External, increase the specific source 22403 of Governments and Agencies
Government, as well:
Financing Convention No. SVD/021-11 884, signed between the Agency
Luxembourg for Development Cooperation and the Republic of El Salvador to develop an operation of the Common Fund for Programme Support, FOCAP, to the "Program of Solidarity Communities in
