1 DECREE No. 73
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- by Legislative Decree No. 653, dated December 6, 2001, published in the Official Gazette No. 240, Volume No. 353, 19 of the same year,
the Organic Law of the National Civil Police of El Salvador was issued, which in Art. 30 states that the Act police race will regulate all matters relating to promotion and advancement of police personnel, administrative, technical and service that

service need square and that the applicant meets certain criteria among which is that of achieve the required score accordance with the scale, regulated in Art. 29 of that regulatory body.
III.- That the effort made by aspiring rise to different levels or categories mentioned in the law to which reference has been made in the previous paragraph, on the basis of seeking the encouragement of continuous
improvement and professionalization, avoiding any kind of discrimination, is frustrated by that scale, that through this instrument, far from taking into account the true professional, cultural and seniority merits
generates a series of injustices, and taking into account parameters far from the objectives to be achieved by and for members of the Police Institution.
IV.- That for the above reasons, it becomes necessary to remove from the Police Career Law, those provisions that are generating many injustices and deskilling of the Members of the National Civil Police
in exercise of its constitutional powers and initiative of Deputy Jose Antonio Rivas Almendáriz; and with the support of Deputies, Ana Vilma Albanez de Escobar, David Ernesto Reyes Molina, Jorge Alberto Bernal Escobar, Jose Antonio Lara Herrera, Mauricio Linares Roberto Ramirez, Ricardo Ernesto Godoy

DECREES the following:
AMENDMENTS TO THE LAW OF THE RACE POLICE
Art. Refórmese 1. Article 3 as well.
"Art. 3. In the text of this law the Ministry of Justice and Public Security may be termed as the Ministry or MJSP; the National Civil Police as the Police or PNC;
National Public Security Academy as the Academy or ANSP; the ranks of the National Civil Police and the Register; Registration of police personnel as the Personnel Registry or the Registry and Registration Number Personal and Institutional Numerical Order or ONI. Means police personnel, the
set of agents, corporals, sergeants and officers of the PNC; it will be understood by official members of the categories covered by the top executive levels. "
Art. 2. Refórmese paragraph 3) of paragraph a) of Article 21, as follows:
"3. Members of the National Civil Police Basic Level, who have university degree and have no outstanding disciplinary record for serious or very serious offenses may
participate in courses for Category Subinspector, for which there will be no age limit . "
Art. 3. Refórmese the first paragraph of Article 25, as follows:.
"Art. 25. The external income may be up to 30% of vacancies in the category of Deputy Inspector
taking application where appropriate, the provisions of the final part of Art. 37 of this Law. "
Art. 4. Deróguese paragraph d) of Art. 27.
Art. 5. Refórmese the first paragraph of Article 29 as well.:
"Art. 29. The Minister of Justice and Public Security, proposed by the Director General of the National Civil Police, establish professional merit and seniority, as well as the minimum scores on the basis of seeking stimulus to continuous improvement and professionalization staff
avoiding any kind of discrimination. "
Art. 6. Article 31 Refórmese well.
"Art. 31. In the competition phase, the Court of income and Promotion will select those who meet the requirements. "
Art. 7. Refórmese the third paragraph of Article 33, as follows:.
"Those who pass the course with the highest score will be promoted as the number of
vacancies and have no serious or very serious offenses not canceled or charges pending. Similarly those who, having passed the course of respective rise to any level or category and there Were
not be suitable places available and outstanding for the respective rise, as there are vacancies, debiéndoseles respect the scale, seniority and the highest score obtained in the course. "
Art. 8. Refórmese the first paragraph of Article 34 as well.
"Art. 34.- applicants who pass the course will be added to the scores achieved in it and those achieved in the previous phases for the final score being escalafonados in order of highest to lowest score. "
Art. 9. Article 36 Refórmese well.
"Art. 36. The Minister of Justice and Public Security, proposed by the Director General of the ANSP, determine the percentage values of the tests, to obtain the score for escalafonamiento. This must be regulated in the relevant Regulations. "
Art. 10. This Decree shall enter into force eight days after its publication in the Official Journal.
