DECREE NO 86
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That in accordance with Article 131, Ordinary to the 22nd of the Constitution of the Republic, it is the faculty of this State Body, to grant to persons or
populations, titles, honorary distinctions and gratifications, compatible with the form of government established, for relevant services provided to the Homeland.
II.-That article 6, literal a) of the Law of Honorific Distances, Gratitude and Titles, establishes that the honorary distinctions of "Son or Daughter of Merit of El Salvador" constitute a very high distinction and grant to the people
Salvadoran people who dedicate themselves or have dedicated themselves to the practice of humanitarian and altruistic activities, or for their transcendental contributions or services to human knowledge, in such a way that this contribution represents a benefit
national, regional or universal.
III.-That Engineer Oscar René Toruno Contreras, was born in the Barrio La Vega in the City of San Salvador, on July 11, 1936. He attended the San
Alfonso School, and studied baccalaureate at the National Institute General Francisco Menéndez, today INFRAMEN, standing out as an employee in various national and international companies such as Imacasa, Inco, Freund Stores, Colossal,
Corinca, Rio Dulce, Reforged and Matrosa, among others, and graduating with honors in the Incae High Management Program in Nicaragua and the Bachelor of International Marketing at the World Trade Institute in New York.
That in the year of 1993, after countless sacrifices, the Engineer Oscar René Toruno Contreras begins to run its own company called
Indufoam, currently a highly profitable and continuously growing company, which has opened operations in industrial markets such as Mexico, Belize, Colombia, Central America and Panama, expanding its range of
products including beds, room furniture, bed linen and pillows, with innovative designs and the highest quality, thanks to which, it has obtained the first place in Export in the furniture industry Ranking
Industrial ASI 2013, counting with important quality certifications under the Norms ISO 9001:2008, since 2005; and in 2014 it has been re-certified with Germany's DQS.
V.-That Engineer Oscar René Toruno Contreras, has fostered sport and the prevention of juvenile delinquency, through the San Andrés football's
school ", sponsoring sporting events such as the 19th Central American and Caribbean Games, held in El Salvador in 2002, donating beds to the" National Soccer Team of El Salvador ", and supporting the "Peloterers Cuna" of the Zacamil Baseball Children's League since ago

over 25 years, also driving education through the Toruno Steiner Foundation for the creation of a trust for education
national and support for nursing homes.
VI.-That since 2003, the Engineer Oscar René Toruño Contreras, has
sponsored the San Andrés School, making it a the "René Toruno Steiner Educational Complex", in honour of his deceased son, building classrooms and adequate, comfortable and properly equipped workshops; also, has supported
different projects of Corporate Social Responsibility, such as the Foundation of the Arrupe Father, FUNTER, paving of the streets of San Andrés, Hogar Padre Vitto Guarato, Salvadoran Red Cross, as well as the realization of
donations of beds and mats for survivors due to the different natural disasters that the country has suffered.
VII.-That by virtue of the merits mentioned, it is appropriate grant the Honorific Distinction of "SON MERITISIMO DE EL SALVADOR", to the Engineer Oscar René Toruno Contreras, by virtue of the outstanding contributions to the country and the
Salvadoran people.

DECRETA:
Art. 1.-Oscar René Toruño Contreras, "SON MERITISIMO
, WAS DECLARED BY THE ENGINEER,SALVADOR", by virtue of the outstanding contributions to the country and the Salvadoran people.
Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal
.
