DECREE NO 145
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That in accordance with Article 131, Ordinary 22 ° of the Constitution of the Republic, it is the faculty of this State Body, to grant to persons or
populations, titles, honorary distinctions and gratifications, compatible with the form of government established, for relevant services provided to the Homeland.
II.-That article 6, literal b) of the Law of Honorific Distances, Gratitude and Titles, establishes that the nomination of "Noble Friend or Amiga of El Salvador", constitutes a very high distinction that can be awarded when, In the case of
foreign persons, the facts that are intended to be donated constitute a benefit for the State of El Salvador or for the Salvadoran population.
III.-That Mexican businessman and American citizen Abel Diaz, born on February 1, 1954, who owns the "Lupita's Bakery" and "Fiesta Centers" "Mexican," has contributed for many years with various works for the benefit of the Salvadoran population, both in direct actions and
through various organizations of Salvadoran brothers abroad, such as "El Piche", "DEFISAL", "Asociación Puerto el Triunfo", "Usulutecos Unidos", and "Pro Texistepeque", among others.
IV.-That with the support of Mr. Díaz have been carried out various projects of benefit to the citizenry, such as the construction and equipment of the "Clinic
Medical in the Canton El Piche", Municipality of El Carmen, The Union, which provides services of general medicine, dentistry and pharmacy, with an investment of more than ninety-eight thousand dollars, where in addition several centers were built
rural education as is the case of the School Centers "Enrique Alejo" and " Abel Diaz " of the Municipality of Cuscatancingo, with an investment of more than two hundred thousand dollars.
V.-That in addition to the works of infrastructure that facilitate essential services such as health and education, Mr. Abel Diaz, also has contributed
important donations of inputs, equipment and materials to alleviate situations of emergency or extreme poverty to different localities of the Salvadoran population either in visits to them or by sending them.
VI.-That by virtue of the merits mentioned, it is appropriate to grant the Honorific Distinction of " NOBLE "FRIEND OF EL SALVADOR", to Mr. Abel Diaz, by virtue
of the outstanding contributions to the country and the Salvadoran people.

DECCRETA:
Art. 1.-declare to Mr. Abel Díaz, "NOBLE FRIEND OF EL SALVADOR", by virtue of the outstanding contributions to the country and the Salvadoran people.
Art. 2.-This Decree will enter into force eight days after its publication in the Official Journal.
