1 Decree N ° 155 the Legislative Assembly of the Republic of EL SALVADOR, considering: I.-that through Legislative Decree N ° 436, dated October 8, 1998, published in the official journal N ° 206, took no. 341 of the 5 November of the same year, was issued the special grace of obscure law.
II.-that the object of the Act, is to regulate the promotion process and effects of the petitions of thanks, which in its processing must be expeditious, trying to avoid excessive bureaucracy, keeping control of the convicted person, even when that is enjoying the benefit of freedom, in any of the rules laid down in paragraph first of article 39 of the Prisons Act.
