DECREE N ° 166

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That the first paragraph of Article 1 of the Constitution of the Republic states that: " El Salvador recognizes the human person as the origin and the end of the

II.-That the General Law of Education, approved by Legislative Decree No. 917,

which is based on a integral conception of the human person, his dignity, his rights and his duties. "

III.-That being a mandate to the State the integral protection of girls, boys and

adolescents, it is necessary to update the legislation in force, regulating the operation of the shops and school cafletins, from an approach of protection of the right to their health, specifically through exercise to the right

to a healthy diet, in such a way that they can count on an offer of healthy, nutritious, safe and adequate food inside the centers public and private education in the country, in order to enable its evolutionary development

and facilitate its learning process.

DECCRETA, the following:

REFORMS TO THE GENERAL LAW OF EDUCATION

Art. 1.-Add a second indent to Article 113, and reform the current second indent to be third as follows:

" The Ministry of Education shall issue regulations to regulate and control marketing. of foods high in fat, salt and sugar, and of all those who do not contribute to a healthy diet within the school shops and cafletins.

Infringements of the first paragraph of this Article shall be sanctioned. according to the Law of the Teaching Career and the disciplinary regime of this Law. "

Art. 2.-Enter an article 113-A, as follows:

" Art. 113-A.-The School Board of Directors of the Official Centers of Education and the

Directors of the Private Centers of Education, will guarantee the fulfillment of the regulations issued by the Ministry of Education for the operation transparent, monitoring and control of school shops and coffee shops, establishing the necessary coordination mechanisms for preparation and

hygienic handling, distribution and sale of food within schools. As well as promoting healthy eating in the educational community. "

Art. 3.-Enter an item 113-B, as follows:

" Art. 113-B.-Administrators of school shops and cafletins should

" Art. 113-C.-The Ministry of Education shall coordinate with the Ministry of Health, its

collaboration for the elaboration of the regulations set out in the second paragraph of Article 113 of this Law, in order to determine the technical criteria
