DECREE NO 184
THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 329, dated March 7, 2013, published in Official Journal No. 53, Volume No. 398, of the 18th of the same month and year,
the Legislative Assembly authorized the Executive Body in the Ramo de Hacienda, so that by means of its holder or the official that he will appoint, he will subscribe on behalf of State and Government of the Republic of El Salvador, a Contract
of Loan with the Inter-American Development Bank (IDB), in the amount of up to US$ 30,000,000.00, resources that would be allocated to the implementation of the " Development Support Program Productive for the International Insertion ",
that would be executed by various Institutions of the Public Sector.
II.-That by Legislative Decree No. 361, dated April 19, 2013, published
in Official Journal No. 76, It took N ° 399, from 26 of the same month and year, was approved in all its parts the Contract of Loan No. 2583 /OC-ES, signed on April 3, 2013, by the Government of the Republic of El Salvador and the Inter-American Development Bank (IDB).
III.-That within the scope of the said Loan, the Economic Ramo was assigned the amount of US$ 18.737,000.00 to finance the execution of the Project of
Investment 6025 Program of Support to the Productive Development for the Insertion International (Components I, III and V), which would be oriented towards 7 Strategic Areas, these being: Strengthening Technical Capacity and
co-financing of Business Development Services; Support to the National System of Quality; Technological Innovation for Export; Formulation and Implementation of Policy Trade and Negotiations; Support for the
Analysis and Economic Intelligence; Strengthening the Administration of Commercial Treaties; and Administrative Management; in that sense, in the Fiscal Year 2013 Budget Law, by Legislative Decree No. 529, of
dated October 31, 2013, published in the Official Journal No. 213, Volume N ° 401, of November 14 of the same year, resources were incorporated for an amount of US$ 1,005,975.00, to begin the execution of the project, of which
the amount of US$ 682,825.00 was accrued availability for that fiscal year of US$ 323,150.00.
IV.-That in the Law of Budget 2014, voted by Legislative Decree No. 522, dated October 31, 2013, published in the Official Journal No. 225, Volume No. 401, of December 2 of that same year, the Ramo of Economics programmed
resources for the amount of US$ 6,041,435.00, for the purpose of continuing with the execution of said Project 6025, having accrued only US$ 3,144,649.00 registering an availability of US$ 2,896,786.00.

V.-That in the Current Budget Act 2015, voted by Legislative Decree No. 866, Dated November 20, 2014, published in the Journal
Official No. 229, Volume No. 405, of December 8 of that same year, the Ministry of Economy programmed resources for the amount of US$ 4,380,830.00, for the execution of Project 6025 and distributed in each of the 7 Strategic Areas
referred to above, from which Date has been accrued $987,251.00 reflecting an available US$ 3,393,579.00.
VI.-That the resources for US$ 2,360,585.00 that the Ministry of Economy requests to incorporate in this opportunity, are required to strengthen the Strategic Area of Strengthening Technical Capacity and co-financing of Services of
Business Development, in order to have the necessary resources to carry out 4 non-reimbursable funds competitions for a total value of US$ 2,852,180.00 and that have been promoted through the Development Fund
Productive (FONDEPRO), with the purpose of supporting the business sector of the country in the development of Industries Creative related to the use of information and communication technologies and that are part of the scope of the Project
6025 Program of Support to Productive Development for International Insertion (Components I, III and V).
VII.-That with the purpose that the Ramo de Economia can dispose of the resources
of the IDB Loan No. 2583 /OC-ES, in order to continue with the execution of the Project 6025 referred to above, it is necessary to reform the Law of the Budget in force, voted by Legislative Decree No 866 dated 20 November 2014,
published in Official Journal No 229, Volume N ° 405 of 8 December of the same year, as follows: in paragraph ll-INGRESOS, Rubro 31 Public Indebtedness, Account 314 Recruitment of External Borrowings, Increase Source
Specifies 31404 Of Bodies Multilateral, with the amount of TWO MILLION THREE HUNDRED AND SIXTY THOUSAND FIVE HUNDRED AND EIGHTY FIVE 00/100 DOLLARS OF THE UNITED STATES OF AMERICA (US$2,360,585.00) and in the
Section III-EXPENSES, in the part corresponding to the Ramo of Economics, Budget Unit 10 Productive Development Support Program for the International Insertion, increases the allocations of the Line of Work 01
Strengthening Technical Capacity and Cofinancing of Development Services Business, Rubro 62 Capital Transfers to the amount of TWO MILLION THREE HUNDRED SIXTY THOUSAND FIVE HUNDRED AND EIGHTY-FIVE 00/100
DOLLARS FROM THE UNITED STATES OF AMERICA (US$2,360,585.00). In addition, the reference to the budgetary allocation by the Group, the Source of Financing and Economic Destination and the List of Projects of
respective Public Investment, is modified, increasing the Project with Code 6025 Program Productive Development Support for International Insertion (Components I, III, and V), with the amount indicated.

Art. 1.-In the current Budget Law. Section -A GENERAL BUDGET OF THE STATE, the following modifications are introduced:
A. In Section II-REVENUE, Headings 31 Public Debt, Account 314 Contracting External Borrowings, Increase The Specific Source 31404 Of Organisms
Multilateral, as well:
Loan No. 2583 /OC-ES, subscribed to the Bank Inter-American
Development (IDB), to finance the implementation of the "Productive Development Support Program for International Insertion", approved by Legislative Decree No. 361 dated April 19, 2013,

C. The resources that are incorporated by this Legislative Decree by value of
US$ 2,360,585.00 must be applied to the Source of Resources 08 Inter-American Development Bank (IDB).
Art. 2.-This Decree shall enter into force from the day of its publication in the Official Journal.
