THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- by Legislative Decree No. 220, dated January 19, 2007, || | published in the Official Gazette No. 31, Volume No. 374, February 15 the same year, the Law of International Fairs and Conventions Center of El Salvador was issued.
II.- in Art. 1 of the Act referred to above Considering the International Fairs and Conventions Center of El Salvador was established as an autonomous institution
public law, that its purpose is the promotion and representation of the country and the Central American region by conducting or participating in trade fairs, exhibitions, conferences, conventions
or any other event of a similar nature.
III.- That the International Fairs and Conventions Center of El Salvador, needs a legal framework that meets budgetary nature and
current need; and redefine its own administrative structure functions to meet the activities developed by the institution. That
IV under the above, it is necessary to introduce amendments to the Act in question to establish the relevant powers and update the provisions as may be necessary to the functioning of the institution
in exercise of its constitutional powers and initiative of the President of the Republic, through the Minister of Economy.
DECREES the following:
AMENDMENTS TO THE LAW CENTER INTERNATIONAL CONVENTIONS FAIRS AND ISSUED BY EL SALVADOR No. 220 LEGISLATIVE DECREE DATED 19 JANUARY 2007
Art. 1. reformed the first paragraph of Article 1 as follows:.
"Art. 1. Create the International Fairs and Conventions Center of El Salvador, as an institution of public law, which may be abbreviated Fairs and Conventions Center, or CIFCO, and that in course of this Act may also be called the institution with legal personality and own heritage, economic, financial and administrative autonomy, and whose domicile is the City of San Salvador. "
Art. 2. Article 10 is hereby replaced as follows:.
Art. 10. The Chairman of the Board shall be the legal representative of the institution,
will represent the same and the Board against all staff; administratively will be the superior and will also have the following powers:
a) Manage the institution and fulfill their purposes as provided by this Act, and that have not been expressly reserved to the Board;
B) To lead the promotion mercadológica Institution, through their participation and assistance in all those national events or internments of interest for the development of institutional purposes;
C) Negotiate and sign, prior authorization of the Board, acts, agreements, alliances and all kinds of contracts necessary to fulfill the purposes of the institution

D) submit the draft budget and institutional changes, and the annual operating plan to the Board;
E) Hiring, as authorized by the Board, the administrative and operational personnel of the institution; and remove it and promote it within the parameters established by the Board
F) Perform actions that will designate the Board;

H) To acquire, in accordance with the laws and regulations, goods and services necessary for the fulfillment of the objectives of the institution within the approved budget;
I) issue internal circulars, containing organizational guidelines, reports, rules and administrative controls that provide employees the effective performance of its functions
J) To propose, for the approval of the Board, the regime
remuneration of officials and other staff of the institution;
K) represent the institution, by appointment of the Board, before
national and international organizations;
L) To participate or represent the country in international events that are of interest for the purposes of the institution;
m) To submit to the Board, any reports that it is within their powers requested by it; and
n) Present monthly to the Board the status of institutional financial situation. "
Art. 3. Article 12 is hereby replaced by the following:.
"THE EXECUTIVE DIRECTOR
Art. 12. The Chairman of the Board of Directors will propose to the latter, a person to the position of Director
Executive of the Institution.
The functions of the Executive Director shall be of an administrative nature, which entrusts him or
delegated by the Board or the President; shall ensure the orders given by the Board of Directors and the President.
The Executive Director is responsible for ensuring compliance with the purposes of the institution and will for that case, approval of the Presidency, powers to administer and monitor the daily activities of the same.
The Executive Director, prior approval of the Presidency, delegate for each event, acts of administration in the area managers.
The person holding the position of Executive Director shall devote his activity to the exercise of its functions and not be allowed to serve any other paid position, except those of educational character or members of committees of the central government within the corresponding
. legal limitations "
Art. 4. Article 14 is hereby replaced by the following:.
"POWERS OF EXECUTIVE DIRECTOR
Art. 14.- The powers of the Executive Director of the Institution, the following:
a) To direct the administrative operations of CIFCO that may be delegated by the Presidency;
B) directing the various managements for the proper and effective functioning of the various business units, as established policies and procedures
institutional and all regulations applicable to the institutional activity, which will be responsible to the Presidency and Board of Directors of the foregoing;
C) Establish general management guidelines, typical of the daily activities of the institution and subject to approval of the Presidency;
D) Leading institutional strategic management;
e) Direct and control the performance of all business units;
F) Present monthly to the Presidency, the statements of financial position of the institution;
G) Run the acts that designate the Board and the Presidency;
H) Prepare the draft institutional budget and amendments thereto, and the annual operating plan
and present them to the President;
I) Submit to the Presidency, prior to the approval of the Board,
changes needed in the rules for participation of any event that benefits its development;
J) Develop the institutional work report and other reports that it is within their powers requested by the President or the Board;
K) Attend Board meetings and working committees with voice but no vote;
L) Be the Clerk of the Board and in charge of guarding the book of Acts
m) To submit to the Board and the Presidency, in the first quarter of each year,
his work report. "
Art. 5. Intercálase between the Arts. 19 and 20, Article 19-A, as follows:.
"IMPLEMENTATION OF THE BUDGET
Art. 19-A.- During the implementation of the budget, the Center for Fairs and Conventions to expand its budget allocations, both for the specific sources of income, such as costs, with the amounts they receive in excess of the income estimates, which
sources are specified in the Law of institutional budget and approved by the Board, which shall be communicated to the Directorate General of Budget and the Directorate General of Government Accounting, for your records. "
Art . . 6. To substitute in Article 23, letter a), by the following:
"a) The remuneration of the members of the Board shall be determined on the basis of diets; having the President assigned a monthly salary determined by agreement of the Board, under the Wages Act in force. "
Art. 7. This Decree shall enter into force eight days after its publication in the Official Journal.
