1 Decree N ° 236 it Assembly Legislative of the Republic of EL SALVADOR, whereas: I.-that the Constitution of the Republic sets in its Art. 3, that all them people are equal before the law. Likewise, in article 63, second paragraph, El Salvador recognizes indigenous peoples, so it will adopt policies to maintain and develop their ethnic and cultural identity, worldview, and spiritual values.
II. Article 144 of the Constitution, regulates that international treaties signed by El Salvador with other States or international organizations, constitute laws of the Republic.
III.-that through Decree legislative N ° 27, of date 23 of November of 1979, published in the daily official N ° 218, took N ° 265, of the same date, is ratified it Convention International on the Elimination of all them forms of discrimination Racial, which sets for your application the "Committee for the Elimination of it discrimination Racial", that will be competent among others, to examine the reports showing the States on measures taken to give effect to the provisions contained in the Convention.
IV.-that according to article 14 of the Convention before mentioned, it is necessary that States parties declared that they recognize the competence of the Committee to receive and consider communications from individuals or groups of individuals within its jurisdiction, that they claim to be victims of a violation by that State of any of the rights stipulated in the aforementioned Convention; so, it is necessary to have mentioned recognition by the Republic of El Salvador.
V that recognizing the importance of the Committee on the Elimination of Racial Discrimination and is consistent with the respect and the implementation of the International Convention on the Elimination of all forms of Racial Discrimination, it is necessary to declare the recognition of the competence of the aforementioned Committee and that it is established in article 14 of the Convention , since with this is seeks avoid all exclusion, restriction or preference based on reasons of race, color, lineage or origin national or ethnic.
Therefore, in use of the power established in article 131, Ordinal 7th of the Constitution in relation to Art. 168, Ordinal 4th of the same, and at the initiative of the President of the Republic, by the Minister for Foreign Affairs.

2 DECREES: Article 1.-State recognized the competence of the Committee on the Elimination of Racial Discrimination to receive and consider communications from individuals or groups of individuals, within the jurisdiction of the State party who claim to be victims of a violation by that State of any of the rights set forth in the International Convention on the Elimination of all forms of Racial Discrimination , pursuant to article 14 of the aforementioned Convention.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
