THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,
CONSIDERING:
I.-That by Legislative Decree No. 137, dated October 01, 2015, published in Official Journal No. 203, Volume N ° 409, dated 05 November of that same
year, special provisions were issued that incorporate THE FIFTH COURSE OF PROMOTION TO THE DEGREE OF CHIEF INSPECTOR TO THE INSPECTORS OF PROMOTIONS 1, 2, 3, 4 and 5, WHICH WERE EXCLUDED FROM CONCUR
IN THE CALLS FOR THE FOURTH AND FIFTH PROMOTIONS.
II.-That Art. 1 of the aforementioned Decree, aims to incorporate the Inspectors
of the Promotions 1, 2, 3, 4 and 5 of the Executive Level of the National Academy of Public Security (ANSP), to the Fifth Course of the Degree of Chief Inspector directed to the Inspectors who were excluded from attending in
the calls for the Fourth and Fifth Promotions.
III.-That Art. 2 has as its object, that two Sub Inspectors who were not recognized promotion to the Degree of Inspector, after graduating from the ANSP in the course
respective, be sworn in the the corresponding degree and the service time has been recognized since they graduated as Inspectors in the ANSP, granting them the right to attend the Fifth Course of the Chief Inspectors.
IV. Legislative Decree No. 137, dated October 01, 2015, where it is mandated
INCORPORATE THE FIFTH COURSE OF PROMOTION TO THE DEGREE OF CHIEF INSPECTOR TO THE INSPECTORS OF PROMOTIONS 1, 2, 3, 4 and 5, to date NO HAS DADO EL STRICT COMPLIANCE WITH LAW by the competent authorities
, citing irregularities and gaps in the Therefore, in order to overcome the doubts mentioned by the authorities, it is appropriate to INTERPRET AUTHENTICALLY the Arts 1, 2 and 3 of the Legislative Decree No.
137, dated October 01, 2015, published in the Official Journal N ° 203, Volume N ° 409, dated November 05, that same year, on the basis of Art. 131, Ordinary 5 of the Constitution of the Republic that states: " It is the competence of the
Legislative Assembly: to decree, to interpret authentically, to reform and to repeal Secondary Laws ".

DECCRETA:
Art. 1.-The Legislative Decree No. 137, dated October 01, 2015, published in Official Journal No. 203, Volume N ° 409, dated 05 November of the same year, which
contains " SPECIAL PROVISIONS INCORPORATING THE FIFTH COURSE OF PROMOTION TO THE DEGREE OF CHIEF INSPECTOR TO THE INSPECTORS OF PROMOTIONS 1, 2, 3, 4 AND 5, WHICH WERE EXCLUDED FROM CONCURRING IN THE CALLS FOR THE FOURTH AND FIFTH PROMOTIONS ", in the sense
that the Decree has by object automatically enter the Inspectors of the Promotions 1, 2, 3, 4 and 5 of the Executive Level of the ANSP, to the 5th Ascensus Course to the Degree of Chief Inspector, regardless of what this course has started.
Art. 2.-This article of the Law is intended to swear in the Degree of Inspector to two Sub Inspectors that to date remain postponed in such administrative procedure, once said
swearing must be incorporated automatically to the 5th Ascensus Course to the Degree of Chief Inspector or to the extraordinary course regardless of what this course has started.
Art. 3. This article of the Law refers to the times and requirements to be able to attend the course, which the Court of Revenue and Asscensuses (TIA) must send within a period not greater than five working days after the entry into force of the This Decree, a report on the fulfillment of the aforementioned requirements of each of the candidates for this course, which will address the Director

Art . 4.-For the purposes of this Law, the following shall be construed as requirements for the automatic incorporation into the Fifth Course of the Category of Chief Inspector: (a) be in active service; b) possess at least twelve years from their entry to the Executive Level of the ANSP including the

General provisions for this Decree:
Regardless of the phase in which the FIFTH COURSE OF PROMOTION TO THE GRADE
IS FOUND TO BE THE CHIEF INSPECTOR TO THE INSPECTORS OF PROMOTIONS 1, 2, 3, 4 AND 5, WHICH WERE EXCLUDED FROM ATTENDING THE CALLS FOR THE FOURTH PROMOTIONS And QUINTA these officers must be incorporated, give them all academic and didactic facilities so that they can level their knowledge and present the respective examinations that the course requires. has already been finalized will be called to an extraordinary course for the 12 aspirants in a time no longer than 15 days, so that they do not lose the age that their promotion corresponds to.
The provisions of this Decree shall prevail over any other that would be contrary to it.
Art. 6.-This Decree shall enter into force eight days after its publication in the Official Journal.
