DECREE NO 278

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That by Legislative Decree No. 917, dated December 12, 1996, published in Official Journal No. 242, Volume No. 333 of 21 of the same month and year,

was issued the General Law of Education, in which the authorization to provide the education service, the economic relations between the centers private education and the users of education; as well as the supervision of the

State through the Ministry of Education.

II.-That the subject of "Moral, Urbanity and Civic" must allow participation,

acceptance of diversity and the value of diversity, which will help students and students to build a moral and civic conscience according to the democratic, plural, complex and changing societies in which we live.

III. the training of ethical subjects able to express themselves as citizens and open, tolerant citizens, fair, free, respectful, supportive, responsible, aware of their social debt, and capable of

recognizing themselves from their identity, individuality and personal dignity as part of humanity, capable of building projects to achieve a harmonious coexistence and better quality of life for and with others.

IV.-That it is necessary to make an inclusion in the national curriculum that is based on the objectives of national education at all levels, of " Moral, Urbanity and

Civic " as a mandatory subject that will allow the individual and community development of the

DECCRETA, the following:

REFORMS TO GENERAL EDUCATION LAW

Art. 1.-Reform the first paragraph of Article 1, as follows:

" Art. 1. Education is a process of permanent, personal, civic, moral, cultural and social formation that is based on an integral conception of the human person, his dignity, his

values, his rights and his duties. "

Art. 2.-Reform the literal c), in article 3, as follows:

" c) Establish the didactic sequences in such a way that all cognitive information promotes the development of mental functions and creates positive habits and feelings

attached to desirable morals. "

Art. 3.-Add a second indent to Article 47, as follows:

"In this national curriculum, the study of" Moral, Urbanity and Civic " will be included as a compulsory subject in the educational community at all levels, providing conceptual and judgment elements for children, youth and adults to develop the analysis and discussion capacity necessary for

to make personal and collective decisions that contribute to the improvement of their performance in society. "

Art. 4.-Its implementation is established in the national curriculum for the year two thousand seventeen.

Art. 5.-This Decree will enter into force eight days after its publication in the Official Journal.

In compliance with the provisions of Art. 97, third indent of the Rules of Procedure of this State Authority, it is stated that this Decree was returned with observations by the President of the Republic, on March 1 of the year 2016, having been accepted in full by the Legislative Assembly, in Plenary Session of April 1, 2016; all in accordance with the Art. 137 third indent of

the Constitution of the Republic.
