DECREE NO 306

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That in accordance with Article 131, Ordinary 11 ° of the Constitution, it is the faculty of this Legislative Assembly to decree, in a general manner, benefits

and tax incentives or any nature, for the promotion of scientific, agricultural, industrial or other activities.

II. according to estimates, congenital anomalies, also called birth defects, congenital disorders or congenital malformations, affect one in thirty-three infants, cause one in five infant deaths

and three million Two hundred thousand disabilities a year.

III.-That during the year 2014, in El Salvador the hospital network of the Ministry of Health

recorded 1,162 deaths of children under five years, of which 87% (1,011) occurred in minors of a year; and, of the children under one year, 64% (644) occurred in the neonatal period. Among the causes of neonatal mortality, the prematurity concentrated 44.3% of the deaths; followed by the anomalies

congenital that represent 24.6%, a predominance of the abnormalities of the nervous system and the cardiovascular system.

IV.-That in 2010, the World Health Assembly adopted a resolution calling on all Member States to promote the primary prevention and health of girls and boys with congenital anomalies through various

measures, and institutionalize one day a year to raise awareness among the population on this subject.

THEREFORE:

in use of his Constitutional powers at the initiative of Diputadas and Deputies: Norman Noel

Quijano González, Guillermo Francisco Mata Bennett, David Ernesto Reyes Molina, José Francisco Merino López, Manuel Orlando Cabrera Candray, Juan Carlos Mendoza Portillo, Zoila Beatriz Quijada Solis and Donato Eugenio Vaquerano Rivas.

DECCRETA:

Art. 1.-declare on March 3 of each year "NATIONAL DAY OF PREVENTION AND CARE OF CONGENITAL ANOMALIES".

Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
