1 DECREE No. 310
THE LEGISLATURE OF THE REPUBLIC OF EL SALVADOR, CONSIDERING
I.- by Legislative Decree No. 756, dated July 28, 2005, published in the Official Journal No. 198, Volume No. 369, dated October 25, 2005, it was issued
the Rules of Procedure of the Legislative Assembly.
II.- Article 1 of the Constitution recognizes the human person as the
origin and purpose of the activity of the State, which is organized for the attainment of justice, legal certainty and good common; therefore it is the obligation of the State to assure the inhabitants of the Republic enjoy the
freedom, health, culture, economic welfare and social justice.
III State's obligation to recognize the rights and duties of the population
young, and to promote and ensure better opportunities in order to achieve equitable inclusion in the country's development.
IV.- That various regional and international organizations local drive
actions for young people that seeks to guarantee their freedoms and achieve social justice to which they legitimately aspire.
V.- Currently, the country is in a phase of demographic transition which has reached the maximum proportion of young population in its history. This situation requires the design of public policies to harness
investment in youth to promote national development.
VI.- That for the reasons stated above, it is necessary to amend Regulation
Interior of the Legislative Assembly, to translate the same, the rights of young people that have been referred.

DECREES the following reform:
RULES OF PROCEDURE OF THE LEGISLATURE
Art.1.- Intercálase between Articles 34 and 35, Article 34-B, as follows:
"Art. 34-B.- Youth Parliamentary Group.
At the beginning of the legislature, the deputies will make up the Parliamentary Group of Youngsters, which may be called GPJ, composed of all owners and alternates elected Deputies
between 25 and 35 years old.
The Parliamentary Youth Group shall appoint a Coordinating Committee, which will consist of one owner and one alternate from each parliamentary group.
The Coordinating Committee will appoint from among its members a president and a vice president of GPJ, other members of the committee have the vocal quality.
The Chair and Vice-GPJ be elected in May each year, on a rotating basis among the members of the Coordinating Committee.
The object of Parliamentary Youth Group, will promote legislative initiatives for youth, through a consensus agenda.
The members of the Parliamentary Youth Group sign a Protocol of Understandings at the beginning of each legislature. "
Art. 2. This Decree shall enter into force eight days after its publication in the Official Journal.
