1 Decree N ° 320 LA Legislative Assembly of the Republic of EL SALVADOR, considering: (I).-in accordance with rule 131, 22 ° Ordinal of the Constitution of the Republic, is Faculty of this organ of State, granted to individuals or populations, titles, honorary distinctions and gratuities, compatible with the form of Government established by relevant services to the homeland.
II.-that article 6, literal c) honorary distinctions, rewards and titles Act, establishes that the honorary distinctions of remarkable and distinguished or accomplished, in their order of importance, may be granted to Salvadoran people and foreign residents, when services or contributions that have been given to the homeland, is related to the dissemination and use of science art, culture, education and sport or any other form of altruistic or collective service; of a mode such that represent an undeniable benefit for the State El Salvador or their inhabitants.
III.-that the Lord Esteban Atilio Munguía, has been a tireless promoter of culture and art, emphasizing the national plastic as a painter, graphic designer and caricaturist, turning it into a true instrument of social, educational and moral expression of our society.
IV.-that during his career Mr Esteban Atilio Munguía, has made important publications such as his work "Personalities 2013 collection", as well as important unpublished works, among which we can mention: "Parliamentary face" and "great inventors and Presidents of the United States", performing in important national exhibitions and contributing to increase the cultural and artistic heritage of Salvadoran society.
V making talent and actions to benefit the population of Mr Esteban Atilio Munguía, worthy of a recognition that reward their humanistic qualities, their spiritual values and his effort to improve the culture of Salvadorans, because of it, is appropriate to grant the honorable distinction of "distinguished artist of EL SALVADOR", the Salvadoran citizen Esteban Atilio Munguía , in recognition of their valuable contribution to the plastic arts in El Salvador, which benefits the identity and national culture.
Therefore, use of his constitutional powers and at the initiative of MEPs and the members: Lucía de el Carmen Ayala de León, José Edgar Escolán Batarse, and Silvia Estela Ostorga de Escobar; and with the support of the Deputy Maytee Gabriela Iraheta Escalante and Deputy Gerardo Estanislao Menjívar Hernández.

2 DECREES: Article 1.-declare the Salvadoran citizen Esteban Atilio Munguía "distinguished artist of EL SALVADOR", in recognition of their valuable contribution to the plastic arts in El Salvador, which benefits the identity and national culture.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
