1 Decree N ° 368 it Assembly Legislative of the Republic of EL SALVADOR, whereas: I.-that of conformity with the article 131, Ordinal 22 ° of the Constitution of the Republic, is Faculty of this organ of State, grant to people or populations, titles, distinctions mentions and bonuses, compatible with the form of Government established, by services relevant rendered to it homeland.
II.-that article 6, literal c) honorary distinctions, rewards and titles Act, establishes that the honorary distinctions of remarkable and distinguished or accomplished, in their order of importance, may be granted to Salvadoran people and foreign residents, when services or contributions that have been given to the homeland, is related to the dissemination and use of science art, culture, education and sport or any other form of altruistic or collective service; such a way that represents an undeniable benefit for the Salvadoran Government or its inhabitants.
III.-that the master Feliciano Urquía Hernández, artistically known as Erasmus Rosales, born on June 9, 1925, in the municipality of Apastepeque of the Department of San Vicente, has been established as one of the most prominent sculptors of the locality, knowledgeable to perfection of imagery, trade that it has played during the past 60 years, he learned reminded master Francisco Bárbara Henríquez who noted the interest of this talent, as it strove to learn the proper use of the tools of slabs such as drawing knives and axes, to seize the gouges and thus start sketching what later would be a picture of cedar wood.

DECREES: Article 1.-declared master Feliciano Urquía Hernández, better known as Erasmus Rosales, "distinguished citizen of El Salvador", in recognition of his invaluable contributions to human knowledge, that has represented a benefit for the Republic of El Salvador.
Article 2.-this Decree shall enter into force eight days after its publication in the official journal.
