DECREE NO 386

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That breastfeeding is a fundamental right of childhood, according to International and National Conventions such as the Law of Integral Protection of

the Children and Adolescents -LEPINA- and the Law of Promotion, Protection and Support for Breastfeeding, Which Urge Us to take the necessary measures and measures to enforce this right, for all girls and boys in the

country without distinction.

II.-That breastfeeding is a fundamental part of the right to food

and nutritional food security, conferring protection for children, mother, family and society, as well as well-being and a better quality of life; and that promotion, protection and support for breastfeeding are actions

effective for the reduction of morbidity and mortality children.

III.-That the human milk banks and the collection centers are a promotion strategy Breastfeeding and the qualification of neonatal care, in terms

of food and nutrition security, focused on meeting the objectives of sustainable development -ODS-.

IV.-Awareness in favour of donation of human milk at the national level, contributes to guarantee its availability, so there is a permanent campaign of social mobilization throughout Latin America, the Caribbean and the

Iberian Peninsula, in favor of the promotion of " World Day "Donation of Human Milk".

V.-That in the framework of the adoption of the 2010 Letter of Brasilia, it was agreed, in point 8: " To institute on May 19 as a commemorative date for the World Day of the Donation of Human Milk, recognizing the first Letter of

Brasilia, which was signed on May 19, 2005, as a historical framework and a fundamental stone in the creation of the Network of Human Milk Banks of the signatory countries, " so it is appropriate to declare on the 19th of May of each

year as "National Day of the Donation of Human Milk."

in use of its Constitutional powers and at the initiative of the Diputados and the Deputies: Norman Noel Quijano González, Guillermo Francisco Mata Bennett, Mario Alberto Tenorio Guerrero, Reynaldo

Antonio Lopez Cardoza, Manuel Orlando Cabrera Candray, Juan Carlos Mendoza Portillo, Zoila Beatriz Quijada Solis and Reina Guadalupe Villalta.
