DECREE N ° 389

THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That by Legislative Decree No. 562, dated December 16, 2010, published in Official Journal No. 241, Volume No. 389, of the 23rd of the same month and year,

the Legislative Assembly approved in all its parts the Loan Contract No. 2347 /OC-ES, signed between the Government of El Salvador and the Inter-American Bank of Development (IDB), in the amount of US$ 60,000,000.00 for the purpose of

to cooperate in the financing of the Integrated Health Program, whose purpose is to contribute to improving the health situation of the population of El Salvador, implementing a integrated public health network that develops a new

management and care model focused on the primary care strategy in comprehensive health, providing quality care, with a universality of rights approach, approach intersectoral and participatory.

II.-That of the specified Loan Contract, was programmed for the fiscal year 2015 in the Health Ramo, a budget allocation of US$ 4,083,475.00 for the execution of the project 5128 Integrated Program of

Health, with which it was planned to reach an executed amount of said loan from US$ 59,000,000.00, accumulated as of December 31, 2015.

III.-That at the end of the financial year 2015, due to unforeseen contracts and arrears in the processes of purchase of various goods and services, it was not possible to execute the entire amount allocated, remaining

a balance in the allocation of ONE MILLION FIVE HUNDRED AND EIGHTY-SEVEN THOUSAND ONE HUNDRED AND THIRTY-TWO 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$1,587,132.00).

IV.-That the Health Ramo requires to execute during the current financial year 2016, the related resources in the previous recital, to liquidate the contracts

and purchase processes that were left pending to end in the Fiscal year 2015 and finance the purchase, supply, installation and commissioning of 7 elevators for the National Hospital Benjamin Bloom; as well as 3 ambulances

and air conditioning equipment for critical areas of the hospital network National and complement the Remodeling of the Board of Servers of the Management of the Communication.

V.-That with the purpose of the Health Ramo to have the budget credit that allows to give continuity to the development and execution of the 5128 project

"Integrated Health Program" during 2016, it is necessary to reform The current Budget Law, voted by Legislative Decree N ° 192, dated November 26, 2015, published in the Official Journal No. 231, Volume No. 409 of December 15 of the same year, incorporating the loan balance before
