THE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF EL SALVADOR,

CONSIDERING:

I.-That by Legislative Decree No. 192 dated November 26, 2015, published in Official Journal No. 231, Volume N ° 409, of December 15 of the same year, the Budget Law for the financial year was voted Fiscal 2016, for a value of FOUR THOUSAND EIGHT HUNDRED AND SIXTY MILLION SEVEN HUNDRED AND SIXTY-SEVEN THOUSAND THIRTY-FIVE 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$4,860,767,135.00); which includes the Special Budget of the Salvadoran Social Security Institute (ISSS) in the amount of EIGHT HUNDRED AND THIRTY-SIX MILLION EIGHT HUNDRED AND TWENTY-ONE HUNDRED THOUSAND TWO HUNDRED AND TWENTY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US$ 836,821,220.00).

II.-That currently said Institute requires to incorporate into the Law of the current Budget of 2016, the Study of Preinvestment 4174 "Construction and Equipment of the Regional Hospital of San Miguel", with a value of FOUR HUNDRED AND SEVEN THOUSAND SIXTY 00/100 DOLLARS FROM THE UNITED STATES OF AMERICA (US $407,060.00); of whose amount, $197,060 will be used to liquidate the design contract with the company Leonel Avilés and Associates S. A. of C. V. and the remaining $210,000 will be used for updating the design developed by the precise company, considering the good practices international, technological innovations and long-term sustainability of investment, recommendations made by the United Nations Office of Project Services (UNOPS), a body through which the project will be implemented

III.-The addition of the ISSS requests the incorporation of the Study of Preinvestment 4198 "Extension and Remodeling of the Regional Hospital of Santa Ana", for twenty-five thousand $100 /100 from the United States of America (US$ 25,000.00), which was contracted in the financial year 2015 at a cost of $60,017.88 and whose study was had been scheduled to end in December of that fiscal year; however, because the consulting firms had delays in obtaining some legal documents and that other difficulties related to the activities for the lifting of spaces, only an amount of $35,017.88 was executed, equivalent to 59% of the financial advance, with a value of $25,000 remaining to finish the study.

IV. Salvadoran Social Security Does not have in the current Budget Law of 2016 of a Structure Budget for the incorporation of Preinvestment Studies, it is necessary to amend the aforementioned Law, in order to incorporate a new line of work in which the referred studies can be entered, as well as the resources that will finance their execution; for which, the Financial Unit of that entity manifests that within
